<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />19 <br /> <br />Councilmember Holden asked what the process is with Ramsey County as the <br />City has not received any information from the County in regards to Design <br />Constraint #3. <br /> <br />Mr. Chromy stated that the County has completed project seoping or conceptual <br />design and they recognize that they have a solution that they would like to move to <br />preliminary design and a formal environmental study. The County intends to start <br />this process by bringing a consultant on board as early as next month. <br /> <br />Councilmember McClung clarified that the Concept Plan they have would be <br />considered project scoping. <br /> <br />Mr. Chromy stated that this was correct. He stated that what this Concept Plan <br />represents is the County's intent on County Road 96 and shows how the local <br />access interchange would tie into those improvements. <br /> <br />Councilmember Grant asked for clarification regarding what the Council was <br />approvIng. <br /> <br />Mr. Chromy stated that the Council was being asked to approve the local access <br />interchange for TCAAP. <br /> <br />City Administrator Moorse added that this local access interchange really is to <br />provide the local access that is lost when the grade-separated intersection at <br />Highway 10 and County Road 96 is completed. The local access interchange <br />assumes that there is going to be a grade separated intersection at Highway I 0 and <br />County Road 96 but this is all that it assumes. As the County gets into its <br />preliminary design process, then more detailed information will be determined such <br />as the median widths, types of trails, and if potentially there can be an exit ramp off <br />of Highway 1 0 onto County Road 96. <br /> <br />Councilmember McClung asked for clarification that if the Council approves this <br />Concept Plan for the local access interchange then approval is given for the flyover <br />and what the County wants to do at Highway 1 0 and County Road 96. <br /> <br />Mayor Harpstead stated that the Council was acknowledging its existence. <br /> <br />Councilmember McClung stated that the Council would be giving its <br />acquiescence to it. <br />
