<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />20 <br /> <br />Councilmember Holden stated that she disagreed with this. She asked for further <br />explanation on what preliminary design was and if the requests from the City were <br />not considered then the City could decide not to endorse the project. <br /> <br />Councilmember McClung stated that if this was the case then tax dollars were <br />being wasted. <br /> <br />Councilmember Holden asked if the soil samples were done during the <br />preliminary design in order to determine where things can really be. <br /> <br />Mr. Chromy stated that the environmental study drives the preliminary design. <br />Any impacts on the environment and the costs associated with those impacts would <br />be evaluated and justified. This process defines what is actually going to be built. <br /> <br />Councilmember Holden asked what was being looked at in regards to <br />environmental. <br /> <br />Mr. Chromy stated that an environmental assessment process includes the lead <br />agency sending an early notification that this project is being considered to the <br />multiple environmental agencies. These agencies respond and outline the type of <br />analysis that the County is expected to perform for this type of project. They <br />proceed to the level of the permitting agencies and start developing mitigation <br />strategies that need to occur to either avoid the impacts or minimize the impacts and <br />to mitigate the effects of any impacts. <br /> <br />Councilmember Holden asked if the City wanted the highway to be as far south as <br />possible how does the environmental process address this. <br /> <br />Mr. Chromy stated the environmental process will weigh the impacts to Arden <br />Manor and the impacts to Round Lake against one another relative to the design of <br />the roadway to minimize impacts to one or both of those areas. He also stated that <br />there may be field investigation done to determine the extent of potential impacts. <br />Councilmember Holden clarified that the approval of the Concept Plan was really <br />for the environmental analysis and that by the end of the preliminary design the <br />City would still not know where County Road 96 would sit. <br /> <br />Mr. Chromy stated that this was incorrect and that the City would know where <br />County Road 96 would sit by the end of the environmental review and preliminary <br />design process. He stated that the outcome of the preliminary design phase was to <br />determine what will be constructed and what will be impacted. A color layout will <br />be prepared to display each design component as well as the expected construction <br />limits. <br />
