<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />24 <br /> <br />Councilmember Holden restated the potential Whereas to be added to the <br />Resolution: Whereas the cost saved to the State of Minnesota by Trunk Highway 1 0 <br />reducing traffic on the Interstate 694 and Interstate 35W interchange therefore the <br />City requires the State to provide noise abatement funding for those neighborhoods <br />between Interstate 35W and Interstate 694 along Trunk Highway 10. <br /> <br />City Attorney Filla suggested changing the last part to "areas designated by the <br />City". He stated that what this means is that the Council expects the preliminary <br />design to come back showing where noise abatement can be done separate from <br />whether anyone can afford to do it at this point in time. <br /> <br />MOTION: Councilmember Grant moved and Councilmember McClung <br />seconded a motion to extend the meeting an additional 45 minutes. <br />The motion carried unanimously (5-0). <br /> <br />City Administrator Moorse stated that the Resolution should contain language <br />referring to the sound mitigation being funded through other means by the City. <br /> <br />Councilmember Holmes asked what specifically the Council was accomplishing <br />by saying the City requires funding for sound mitigation. The State could decide <br />that they are not going to fund sound walls. <br /> <br />Councilmember Holden stated that the language would provide the State with the <br />City's stance that without the sound mitigation then the project is a no go. <br /> <br />Councilmember McClung stated that this would be a clear statement to the State. <br /> <br />Councilmember Holden stated that she was not asking Mn/DOT to ask for funds <br />but rather if the City asks for funds she would expect Mn/DOT to support the City <br />in that process. <br /> <br />City Administrator Moorse stated that the wording In the Resolution should <br />reflect this. <br /> <br />Councilmember Holden stated the potential language could be: The City requires <br />the State to provide support in the City's efforts to obtain special appropriation <br />noise abatement funding. She clarified that by using the word State she was <br />referencing Mn/DOT. <br /> <br />City Attorney Filla asked for clarification if the Council was asking the State to <br />pursue efforts to secure funding and to cooperate with the City's efforts or is the <br />
