<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />25 <br /> <br />City stating that the City will lead the charge and wants Mn/DOT to cooperate. If <br />the City would like both then the wording needs to change. <br /> <br />Mayor Harpstead stated that it could read that it requires the State and Mn/DOT to <br />initiate and support the City's efforts to obtain noise abatement funding in those <br />areas designated by the City. <br /> <br />Councilmember McClung stated that the wording was not representative of what <br />the Council wants regarding the noise abatement issue. If the City is serious about <br />not supporting a project unless there is noise abatement then the City needs to say it <br />clearly. <br /> <br />Councilmember Holden asked Councilmember McClung if the City should pursue <br />funding for sound mitigation. <br /> <br />Councilmember McClung stated that the City needed to pursue funding actively <br />but the City also needs to let the State know that they will not support any <br />combination of these projects unless there is some sort of sound mitigation. <br /> <br />Councilmember Holden restated the original wording as: Whereas the cost saved <br />to the State of Minnesota by Trunk Highway 10 traffic on the Interstate 694 and <br />Interstate 35W interchange the City requires the State to provide noise abatement <br />funding for areas determined by the City. <br /> <br />City Administrator Moorse stated that the word State should be changed to <br />Mn/DOT. <br /> <br />Councilmember Holmes stated that the City would like to get funding from <br />Mn/DOT and anyone else who may have money available. <br /> <br />City Administrator Moorse stated that the City has already heard that Mn/DOT <br />can not fund the noise abatement. He stated that the wording should reflect that the <br />City is willing to look at any other funding options outside of the local level in <br />order to fund noise abatement versus requiring the State to fund it. <br /> <br />Councilmember Holden stated that it was only through two funding sources and <br />they could go and ask for special appropriations on behalf of the City. <br /> <br />City Attorney Filla proposed the wording could include pursue or cooperate and <br />pursue all available sources of funding. The City would then need to define who <br />would be involved in that effort. <br />
