<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />27 <br /> <br />could get dollars appropriated but would hate to see that the State has to give the <br />City the funding beyond local dollars in order for the project to move forward. <br /> <br />Councilmember Holden asked if there was concern that the developer would be <br />going after certain funding for infrastructure and the City would be pursuing <br />funding for noise abatement. <br /> <br />Ms. Kvilvang stated that this would not be the concern. There were several <br />funding options available for various aspects of the project. <br /> <br />Mayor Harpstead restated the potential wording as: Whereas the costs saved by <br />the State of Minnesota by Trunk Highway 1 0 reducing the traffic volume impacts <br />on the Interstate 694 and Interstate 35W interchange the City requires the State or <br />Mn/DOT to initiate and secure noise abatement funding in areas designated by the <br />City on Trunk Highway 10. <br /> <br />MOTION: Councilmember McClung moved and Mayor Harpstead seconded a <br />motion to add a sixth Whereas to the Resolution which reads: Whereas <br />the costs saved by the State of Minnesota by Trunk Highway 10 <br />reducing the traffic volume impacts on the Interstate 694 and Interstate <br />35W interchange the City requires the State or Mn/DOT to initiate and <br />secure noise abatement funding in areas designated by the City on <br />Trunk Highway 10. <br /> <br />Councilmember Grant stated that the motion does not state how much funding or <br />sound wall needs to be obtained. <br /> <br />Councilmember McClung stated the City is not saying that the noise abatement <br />has to be sound walls but rather sound mitigation. <br /> <br />Councilmember Holden stated that if preliminary design comes back without <br />noise abatement then the City will not support the project. <br /> <br />Councilmember McClung stated that if the preliminary design comes back with <br />nothing for noise mitigation then the City would not support. <br /> <br />Councilmember Holmes clarified that the preliminary desig.n for the local access <br />interchange is not being done by the State but rather SEH. <br /> <br />Ms. Kvilvang stated that the preliminary design was going to be handled by SEH <br />and the City. <br />
