<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />28 <br /> <br />Councilmember Holden asked for clarification on which preliminary design they <br />were doing because Mn/DOT is donating $2,000,000 towards efforts on design <br />work. <br /> <br />Ms. Kvilvang stated that it was her understanding that the $2,000,000 was for the <br />Highway 1 0 and County Road 96 grade separation project and this was for final <br />design, not preliminary design. <br /> <br />Councilmember Holden asked who was paying for preliminary design of Highway <br />10 and County Road 96. <br /> <br />Ms. K vilvang stated that the County would be as part of their funding. <br /> <br />Civil Engineer Giga stated that the County is going out for an RFP for a consultant <br />to complete the preliminary design work for the grade separation project. <br /> <br />City Administrator Moorse stated that he preferred the word support the City's <br />efforts to obtain funding versus initiate and secure. <br /> <br />Councilmember McClung asked if the City would be able to support a plan that <br />does not include any noise abatement and if the answer is no then the City should <br />not feel uncomfortable using the wording initiate and secure. <br /> <br />Councilmember Holmes stated that the preliminary design for the local access <br />interchange is being done by SEH and their plan is not going to have anything in it <br />for noise mitigation for this area. This is just so that SEH can go forward with their <br />preliminary design. She stated there may be another phase where the State gets <br />involved but this plan currently will have no input from the State. <br /> <br />Councilmember McClung stated that the State will have input. <br /> <br />Councilmember Holmes asked how the City could be anticipating a State plan in <br />this preliminary design. <br /> <br />Councilmember Holden stated that this preliminary design if approved gives the <br />County permission to do the preliminary design for Highway 1 0 and County Road <br />96. <br /> <br />Ms. Kvilvang clarified that the County does not need the City's approval for the <br />preliminary design. They will come back for that during the preliminary design <br />process and try to work through the local issues and mitigate those issues with the <br />Council and the community. Tonight the Council is looking at where the Council <br />
