He also stated that noise walls were typically the <br />most cost effective method of noise abatement. <br /> <br />Mayor Harpstead asked Council for assessment on the motion that was currently <br />on the floor regarding the sixth whereas to be added to the Resolution. <br /> <br />City Administrator Moorse stated that another possible wording for the language <br />could be: every effort will be made to secure funding from any and all sources of <br />for noise mitigation. <br /> <br />Mayor Harpstead stated that the important areas in this particular whereas are the <br />State recognize the City is doing something on their behalf and that the impact on <br />the community is significant in the way of noise and there are ramifications and <br />resolutions including weight limits on trucks, changing the speed limit, or finding <br />sources of funding for noise mitigation. <br /> <br />City Administrator Moorse stated that the City can get the acknowledgement <br />from the State using the word support rather than secure. <br /> <br />Mayor Harpstead stated that Mn/DOT has the ability to secure funds through its <br />own budgeting process. <br /> <br />City Administrator Moorse stated that things could be put on hold until they find <br />out if they can secure funds. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holmes seconded a <br />motion to amend to current motion on the floor by replacing the word <br />"secure" with the word "support". <br /> <br />Mayor Harpstead reread the motion on the floor as: a sixth Whereas added to the <br />Resolution that reads: Whereas the costs saved by the State of Minnesota by Trunk <br />Highway 10 reducing the traffic volume impacts on the Interstate 694 and Interstate <br />.35W interchange the City requires the State or Mn/DOT to initiate and support <br />noise abatement funding in areas designated by the City on Trunk Highway I O. <br /> <br />The motion carried (4-1 - Councilmember McClung) <br /> <br />Councilmember Grant asked Mr. Chromy what will happen if the Concept Plan is <br />not approved relative to timelines, funding, and design. <br /> <br />Mr. Chromy stated that if the Concept Plan for the local access interchange fails, it <br />does not provide the TCAAP developer the direction they need to move to <br />
