It also tells the County that there isn't local support for the <br />local access interchange and at some point the County will need to decide what <br />their project looks like and what they are moving forward with in their preliminary <br />design. <br /> <br />Councilmember McClung stated that he will not support this Concept Plan for <br />several reasons. One of those reasons is that the City has not dealt with affordable <br />housing on the TCAAP property. Another reason is that the City is not clear in its <br />stance on noise mitigation. He also stated that there have been no in depth meetings <br />with Mn/DOT or the Commissioner to discuss a signalized intersection on the 10 <br />diagonal in greater detail. He stated that there had to be more improvements that <br />could be made to get a better alternative. <br /> <br />Councilmember Grant stated that the project is going to happen, TCAAP is <br />located where it is and it does need an interchange, there is going to be a loss of <br />homes and it appears that there is going to be some noise. Council has spent <br />countless hours looking at this trying to limit the impact. This is something that <br />needs to move forward in the sense that people are unsure if they are impacted or <br />not. He stated that he has always been concerned about the noise issue and this has <br />not been addressed and this is why he is not going to support the motion. The <br />Position Paper was clear relative to local access. He also stated that relative to the <br />TCAAP access there are several issues that need to be addressed. <br /> <br />Councilmember Holmes clarified that Councilmember Grant was not going to <br />support this motion. She also stated that Arden Hills can not afford to pay for this <br />interchange and Arden Hills is expecting to get the money from the State. She also <br />stated that the City needed to get the preliminary design going in order for the City <br />to talk to the State about funding. <br /> <br />Mayor Harpstead stated that the City would not be able to seriously address the <br />needs for the different funding that the City needs unless the next step is under way. <br />He stated that this would acknowledge that there is going to be some local <br />interchange and this is a concept that we are going to work around. With this the <br />City can ask for specific support. <br /> <br />Councilmember Holden clarified that the Concept Plan presented represented the <br />worst case scenario. <br /> <br />Mr. Mark Benson of SEH, stated that was the intent. They were using a <br />conservative offset to generate a right of way line. He also stated that he could not <br />guarantee this. <br />
