Motion to Approve the Mav 29.. 2008 Concept Plan for a Local <br />Access Interchan2e on Trunk Hi2hwav 10 North of County Road <br />96 <br /> <br />Civil Engineer Kristine Giga stated that the Council had approved a Position <br />Paper on March 31, 2008. She also stated that the tight diamond design for the <br />local access interchange was the least intrusive design that has been presented. She <br />stated that the Council was being asked to approve the Concept Plan so that the City <br />would be able to move into the preliminary design phase. This would enable the <br />City to do more in depth studies. <br /> <br />Mr. Chris Chromy of Bolton & Menk Inc., stated that the approval of the Concept <br />Plan would move the City into the preliminary design phase and an environmental <br />study could be performed. He also stated that some of the ideas that had been <br />presented tonight could be addressed during the preliminary design phase. He <br />stated that the concept plan being presented does include the design change <br />suggested by Councilmember Grant. <br /> <br />Councilmember Holden asked if the traffic evaluations included Hamline Avenue <br />access being closed, as proposed by the 1-694 project between 35E & 35W. <br /> <br />Mr. Chromy stated that it did not since this project was not expected to be <br />complete by 2012. He also stated that the suggestion by Councilmember Grant <br />does show positive traffic conditions in the year 2012. He stated that Mn/DOT and <br />Ramsey County would support this concept even though it was not ideal. He also <br />stated that a signalized intersection on Highway 1 0 at the TCAAP entrance had <br />been discussed in April and that Mn/DOT would not consider this concept due to <br />safety reasons. He stated that reduced speeds or changing the function of Highway <br />10 would also not work as the interchange of Interstate 694 and Interstate 35W <br />would not be able to handle the increased volumes. Expansion of the I-694/I-35W <br />interchange to accommodate travel demands without TH 1 0 being a high speed <br />expressway would result in much larger right-of-way, environmental, and cost <br />impacts. <br />
