<br />~ <br />~HlLLS <br /> <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />ST A TE OF MINNESOTA <br /> <br />RESOLUTION NO. 2008-032 <br /> <br />A RESOLUTION APPROVING THE CONCEPT PLAN FOR THE HIGHWAY 10 <br />LOCAL ACCESS INTERCHANGE <br /> <br />WHEREAS, the City is in the process of considering the development of a local <br />access interchange (the '-'-Interchange Project") on Trunk Highway 10 ('-'-TH 10") north of <br />County Road 96 ('-"CR 96"), in connection with Ramsey County's proposed grade <br />separation project at the intersection ofTH 10 and CR 96; and <br /> <br />WHEREAS, by Resolution No. 2008-020 approved March 31, 2008, the City <br />Council approved a position paper that identified various issues and concerns in <br />connection with the Interchange Project and the THIO and CR96 project, including but <br />not limited to: 1. Noise Abatement 2. The position of CR96 relative to the impact opn <br />Arden Manor 3. Local pedestrian access to the neighborhoods. The position paper has <br />guided the review and revision of the concept plan, and will also guide the preliminary <br />design process; and <br /> <br />WHEREAS, although a phasing analysis showed the need for a west frontage <br />road to accommodate projected traffic, tIle frontage road has been redesigned to create a <br />combined entrance ramp and one-way frontage road; which has reduced the impact on <br />Arden Manor, including saving four manufactured homes; and <br /> <br />WHEREAS, the revised concept plan for the Interchange Project is depicted on <br />the map titled '-'Highway 10 Grade Separation with SB Exit Ramp and One Way Frontage <br />Road," prepared by Short Elliot Hendrickson, Inc. and dated May 29, 2008 (the ''-Concept <br />Plan") with further addition of a right exit from northbound TH 1 0 to eastbound CR96: <br />and <br /> <br />WHEREAS, the Council has determined that the Concept Plan is the appropriate <br />basis for beginning the preliminary design phase of the Interchange Project; and <br /> <br />WHEREAS, due to the substantial costs to be saved by the State of Minnesota by <br />TH 10 reducing the traffic volume impacts on the 1694 and 135W interchange, the City <br />requires the State or MnDOT to initiate and support noise abatement funding in areas <br />designated by the City on TH 1 O. <br />
