ARDEN HILLS CITY COUNCIL - July 28, 2008

15

Public Works Director Hoag stated that the life expectancy would be a minimum
of 15 years.

Councilmember Holmes asked if the technology would change greatly during that
time making the current radios obsolete before the end of 15 years.

Public Works Director Hoag stated that the changes in technology have been very
little in the last five years. The most substantial change has been in the encrypted
phone technology and this change has made this type of radio more affordable.

Councilmember Holmes asked what type of maintenance was required for the
radios.

Public Works Director Hoag stated that the only maintenance was to have the
batteries cycled and charged on an as needed basis and the replacement of the
batteries were relatively inexpensive.

Councilmember Grant asked for clarification regarding who would use these
radios during an emergency.

Public Works Director Hoag stated that five radios would be used by the Public
Works Staff in the field, two radios would be used by Community Development
(one for the Commercial Building Inspector and one for the Residential Building
Inspector), one for the Emergency Manager, and the remaining two for the Mayor,
the City Administrator, or other Council members.

MOTION: Mayor Harpstead moved and Councilmember Grant seconded a
motion to Approve the Purchase of Four Additional 800 MHz Portable
Radios for Arden Hills Emergency Management and to Direct Staff to
Not Budget for this item in the 2009 Budget.

Councilmember Holden stated this is the first time that the purchase of additional
radios has been brought before the Council.

Finance Director Iverson stated that there were additional radios budgeted in the
2009 CIP plan.

Councilmember Holden stated that the original plan was for the purchase of two
radios this year and two radios in 2009.

Councilmember Grant asked if the emergency manual had been updated.
