Motion to Approve Resolution No. 2008-035: Resolution Approving an Agency Agreement Authorizing the Delegated Contract Process for Federal Aid Projects MOTION: Councilmember Grant moved and Councilmember Holden seconded a motion to approve the Consent Calendar as amended and to authorize execution of all necessary documents contained therein. Motion to Approve Resolution No. 2008-036: Resolution Approvin2 the Rice Creek North Re2ional Trail Wildlife Corridor Habitat Restoration Plan Parks and Recreation Manager Michelle Olson provided the background on the Rice Creek North Regional Trail Corridor Master Plan. She also stated that the Ramsey County Parks and Recreation prepared the Rice Creek North Regional Trail Wildlife Habitat Restoration Plan with the intent to guide future restoration efforts with the thought that as the City's developer is working on the larger site, there may be opportunities to implement elements of this plan as remediation and mitigation efforts are underway. Mr. John Moriarty, representing Ramsey County Parks and Recreation, addressed the two questions that the City's developer had regarding the plan. He stated that
