<br />PROJECT UNDERSTANDING <br /> <br />According to the City of Arden Hills August 6, 2008 Request for Quotes, the City is seeking professional <br />engineering services to complete a feasibility report, preliminary & final design, bidding, contract <br />administration, and construction administration, observation, and staking for the 2009 Pavement Managelnent <br />Program (Glenarden neighborhood). <br /> <br />The Glenarden neighborhood is a single-family residential neighborhood located south of County Road E, <br />between Snelling Avenue North and T .H. 51. The total length of streets within the neighborhood is <br />approximately 1.5 miles. Streets within the neighborhood are bituminous, varying [ron122' to 32' wide. Much <br />of the neighborhood has bituminous curb; there is no concrete curb and gutter in the neighborhood. There is <br />existing storm sewer in the neighborhood but with the deficiency of curb and gutter, there is a significant <br />amount of overland sheet flow. Primary storm \vater run-off froln the neighborhood makes its way to Lake <br />Johanna, located south\vest of the neighborhood. The neighborhood is also served with city sewer and water. <br /> <br />Pavement condition indices (PCI) indicate that the streets within the neighborhood are in poor condition, which <br />supports the City" s cun+ent plans for reconstruction. The existing stonn sewer system will be expanded to <br />complement the new concrete curb and gutter. The City of Arden Hills is cOlnpleting an inflovv and infiltration <br />study at this time. hnprovements to the sanitary sewer systelTI \vill be based 00 the findings of that study and <br />watermain improveInents will also be made as deemed oecessalY by the City. <br /> <br />The City of Arden Hills has completed preliIninary plans for the project. In addition, residents have had the <br />opportunity to attend two neighborhood infonnational meetings regarding this project. Primary funding for the <br />project will COIne from special asseSSlnents and City funds. <br /> <br />The Glenarden neighborhood is in the Rice Creek Watershed District (RCWD). Preliminary conversations <br />have been initiated with the watershed district. The project is a reconstruction; therefore it will be necessary to <br />meet the infiltration requirements set forth in the RCWD rules. Coordinating the requirements of the RCWD <br />with the needs of the City and the expectations of the neighborhood residents will be critical to the overall <br />success of the project. <br /> <br />
