<br />PROJECT SCOPE <br />& ApPROACH <br /> <br />In accordance with the City of Arden Hills Pavement Management Program, a street reconstruction project is <br />scheduled for the Glenarden neighborhood. The residential streets included in this area include: Arden Place, <br />Glenarden Court, Glenarden Road, Forest Lane, Skiles Lane and Snelling A venue North (Arden Place to cuI- <br />de-sac ). <br /> <br />The City is seeking professional engineering and surveying services in conjunction with this project. In <br />general, the City's engineering consultant will be required to cOlnplete the feasibility report, preliminary <br />assessment roll, preliminary stormwater managelnent plan, preliminary/final design, bidding, construction <br />documents, permitting, contract administration, final assessment roll, construction staking, construction <br />observation, construction adlninistration and as-built survey services for the project. <br /> <br />Bolton & Menk, Inc. proposes to complete the following tasks as a part of our services to the City of Arden <br />Hills. These tasks are correlated with the Required Services Description, as outlined in the City's RFQ. <br /> <br />Task 1: FEASIBILITY REPORT <br />Bolton & Menk, Inc. will complete preliminary engineering services and feasibility study & report for the <br />proposed project, including field reviews of the project site, preparation of presentation graphics and exhibits <br />for public meetings. The feasibility report \vill include a project description, background information, <br />engineer's estimate, recommendations, approxinlate timeline., and proposed schedule following the Minnesota <br />Chapter 429 process as well as prelilninary assessn1ent rolls. Bolton & Menk \vill also work with the Rice <br />Creek Watershed District to prepare a preliminary stonn water managelnent plan for the project. <br /> <br />Bolton & Menk will utilize the field surveying that the City has already cOlnpleted. In addition, we will utilize <br />the base drawing completed by the City for our preliminary and final design. The work previously completed <br />by the City of Arden Hills will be used to the fullest extent. All components of the City's preliminary street <br />design will be reviewed before incorporating into the plans. We understand that the City of Arden Hills is in <br />the process of evaluating the sanitary sewer and watermain and that the results of these studies will be <br />addressed in the feasibility report. <br /> <br />At the connnencement of the project, Bolton & Menk, Inc. will conduct a kick-off Ineeting with City Staff to <br />receive input from the City's Staff regarding their opinions of any necessary improvelnents. <br /> <br />Bolton & Menk's Senior Project Manager and Project Engineer will be available for up to two neighborhood <br />meetings during the completion of the feasibility study. In addition, we will attend two City Council meetings <br />for the purpose of presenting the feasibility report and conducting the public hearing. <br /> <br /> <br />Key issues we will consider during the completion of this project include: <br />~ Expanded storm sewer infrastructure. <br />~ Water quality and run-off reduction improvelnents (i.e. rain gardens, sediment removal structures, <br />etc.). <br />~ Rice Creek Watershed District permitting requirements. <br />~ Maintaining the rural feel of the neighborhood by minimizing tree and boulevard ilnpacts. <br />~ Minimizing impacts to private property. <br />
