<br />~ <br /> <br /> <br />MEMORANDUM <br /> <br />DA TE: <br /> <br />September 25, 2008 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Ron Moorse, City Administrator <br /> <br />FROM: <br /> <br />Kristine Giga, Civil Engineer <br />Greg Hoag, Public Works Director <br /> <br />SUBJECT: <br /> <br />Motion to reject Sanitary Sewer Lining Bids <br /> <br />BACKGROUND <br /> <br />As part of the City's efforts to reduce Inflow and Infiltration (1&1), staff considered a sanitary <br />sewer main lining project. This technology essentially installs a new resin pipe inside the old <br />clay tile sewer main without digging underground, which results in minimal disruption to <br />residents during construction. The liner pipe is inserted into the main through existing manholes <br />and cured in place with a heat process. Service line connections are reopened using a robotic <br />cutter and remote cameras. During the process, existing flows are bypassed using pumps. This <br />technology prevents infiltration of groundwater into the system. A portion of these expenses can <br />be credited toward the 1&1 surcharge. <br /> <br />DISCUSSION/FINANCIAL IMPLICATIONS <br /> <br />Staff assembled a specification and advertised for bids for approximately 1,420 lineal feet of <br />sewer main lining in areas identified as having root intrusion or infiltration problems. Bids were <br />opened on August 21, 2008. <br /> <br />We received two bids for the 2008 Sanitary Sewer Main Lining Project: <br /> <br />BIDDER I AMOUNT <br />I Veit & Company, Inc.
