<br />· The land use plan calls for moving beyond several outmoded developments and using <br />land in ways that are more consistent with the important role that this corridor may play <br />in Arden Hills. <br />· Overall, the plan guides the way for the next major step in the evolution of the corridor <br />from "County Road E" to "Lake Johanna Boulevard" and a stronger sense of community <br />center. <br />· A detailed copy of the traffic study report is available upon request. Ramsey County has <br />been consulted in the redesign of their road but additional conversations will be needed as <br />implementation moves forward. <br />· A preliminary cost estimate for a complete package of traffic, streetscape, pedestrian and <br />bicyclist improvements along the new Lake Johanna Boulevard was prepared and totals <br />$2.0 million. (That includes $0.5 million for a ped-bike addition to the existing bridge <br />over Minnesota Highway 51.) <br />· The citizens advisory committee has been closely involved every step of the way and <br />supports the draft plan. <br /> <br />Although prior meetings have referred to this as the B2 District Small Area Plan, the working <br />title is the "Master Plan for the New Lake Johanna Boulevard." There are not any technical <br />differences between a small area plan and a master plan. <br /> <br />Illustrative Master Plan <br /> <br />Figure 6 on page 4-11 of the draft Master Plan displays the Illustrative Master Plan. The purpose <br />of the Illustrative Master Plan is to visually demonstrate a way the principles and design <br />guidelines in the Master Plan could be applied to redevelopment as it occurs over time. The <br />private redevelopment will be driven by market conditions, so there is not a set timeline for when <br />redevelopment would occur on any particular property. Since redevelopment is privately driven, <br />the final layout of buildings is likely to be different than what is shown on the illustration. <br /> <br />This draft Master Plan is in no way a Planned Unit Development (PUD) approval of any type for <br />any potential development. Each development will still go through the required PUD review <br />process, which includes a public hearing with the Planning Commission and City Council <br />review. The Illustrative Master Plan demonstrates one possible layout for the buildings and is <br />purely conceptual. The conceptual building layout does not commit the City to approving any <br />particular design when an actual development occurs. <br /> <br />Public Improvements <br /> <br />The proposed public improvements in the draft Plan are integral part of addressing the overall <br />traffic situation from a comprehensive standpoint. In addition to addressing the traffic situation, <br />the improvements are also meant to encourage private, high-quality redevelopment.
