The number of parking stalls would not be impacted by the proposed changes to the <br />exterior of the building and site. The number of approved parking stalls from the original <br />CUP would remain. The number of accessible stalls would increase to meet ADA <br />parking requirements, through striping and signage. In addition, the interior of the <br />restaurant would be reconfigured and would involve a net reduction in the number of <br />seating capacity from 100 existing seats, to 88 proposed seats. Staff does not anticipate <br />that parking will be impacted by the proposed modifications to the site. <br />The on-site traffic circulation is not anticipated to be impacted because the parking lot is <br />not being reconfigured in any way. Traffic to the site is not anticipated to be impacted <br />because the use is not proposed to change. <br />2. Additional Minimum Requirements for Drive -In Businesses, Fast Food Restaurants <br />and Automobile Service Stations. (Section 1325.04) <br />A. Landscaping (Meets Requirements). A lot to be used for drive-in business, fast food <br />restaurant or automobile service station purposes shall be landscaped at least to the <br />following depths from each lot line: <br />a. Twenty (20)feetfrom the front lot line, except for approved access drive. <br />b. Ten (10) feet from each side lot line. <br />c. Fifteen (15)feetfrom rear lot line. <br />B. Electronic Devices (Meets Requirements). Electronic devices such as loudspeakers or <br />devices, and similar instruments, shall not be located within fifty (SO) feet of any adjacent <br />lot regardless of use or zoning district. <br />C. Snow Storage (Meets Requirements). Adequate area shall be designed for snow storage <br />such that clear visibility shall be afforded from the property to any public street. <br />D. Screening (Does Not Meet Requirements). A suitable screening fence shall be erected <br />along all property lines except those which are also public right-of-way lines. Said fence <br />shall be of a type and design approved by the Council. Planting of a type approved by <br />the Council may also be required in addition to or in lieu of fencing. <br />E. Design (Meets Requirements). The design of all structures shall be compatible with other <br />structures in the surrounding area. <br />F. Signs (Meets Requirements). No permanent or temporary signs visible from a public <br />street shall be erected without approval from the Council. <br />G. Traffic Circulation (Meets Requirements). No site plan shall be approved which will in <br />any way constitute a hazard to vehicular or pedestrian circulation. <br />H. Access (Meets Requirements). Access shall be to public streets from at least two (2) <br />points on the subject premises.
