<br />Recommendation <br /> <br />Despite the array of tools described in this report, some properties will undoubtedly still have <br />code violation issues. However, the purpose of this project is to add more tools and options to <br />the City to provide more consistency for residents, better public education, and a faster <br />conclusion to code enforcement issues. The primary goal of a code enforcement program is to <br />obtain compliance, which, despite the City's best efforts, can take time and diligence no matter <br />what tools are available. <br /> <br />In moving forward with changes to the City's code enforcement process, it will be necessary to <br />set programmatic priorities and evaluate available City staff resources that would create and <br />administer any new programs. Due to limited resources, staff is not recommending approval of <br />all programs at once but, instead, focusing on a single program at a time to ensure that it is <br />effectively implemented and not overwhelming for Council, staff, or residents. <br /> <br />Additional direction from Council is needed; however, a potential priority list is as follows: <br /> <br />Priority: <br />1. Education - Ongoing <br />2e Code Review and Amendments - Ongoing <br />3e Accelerated Abatement - November/December 2008 <br />4e Develop a written code enforcement response policy - 2008/2009 <br />5. Rental Registration - 2008/2009 <br />6. Administrative Fines - additional review required - 2009/2010 <br /> <br />At this time, staff is not recommending the adoption of a rental licensing program. A licensing <br />program is unlikely to address the concerns brought to the city or add significantly more value or <br />outcome to the enforcement process.
