<br />Rental Licensing/Registration Discussion <br />Summary of minutes <br />5/22/2008 <br /> <br />Meeting started at 6:00 PM. <br /> <br />In attendance at the meeting were: <br />Karen Albert, resident / rental owner <br />Beverly Aplikowski, resident / former mayor <br />Elwood Caldwell, resident / Arden Hills Townhome Association <br />Kristy Effinger, resident / Arden Manor <br />Pamela Hanson, resident, / Arden Hills Townhome Association <br />Bruce A. Kunkel, resident / Vice President for Campus Services, Bethel University <br />Chuck Mertensotto, resident / rental owner, <br />Robert Morgan, rental property owner, <br />Rob Peifer, resident/ owner of Park shore Apartments <br /> <br />Staff: <br />Meagan Beekman, Planner I <br />Noah Simon, Assistant City Administrator <br />Jerry Filla, City Attorney <br />Dave Scherbel, Building Official <br /> <br />Following introductions of attendees, Noah outlined purpose, goals, and objective of the <br />meeting. Some general comments were taken regarding current issues in the City about <br />rental properties. They are: <br />· Parking <br />· Occupancy levels <br />o Number of bedrooms <br />o Square footage <br />o Number of unrelated persons in the household <br />· What effect on the manufactured home park <br />o Would the "final product" apply to manufactured homes? <br />· General property maintenance <br />o Enforcement of property maintenance codes <br />· Identifying landlords, rental properties-contact information, rental registration* <br />· Ability to inspect rental properties-- frequency <br />. Noise <br />· Lawn care/exterior maintenance <br />· Nuisance issues <br />*the group collectively agreed at the end of the meeting to further discuss this issue at the next nleeting <br /> <br />After a brief discussion regarding rental properties and inspections of these properties, <br />Mr. Peifer explained that his units are regularly inspected by multiple agencies-the <br />Ramsey County Health department, Fire Marsha~ and others.
