<br />ARDEN HILLS CITY COUNCIL - October 13,2008 <br /> <br />14 <br /> <br />Councilmember Grant stated that a left turn lane for some of the businesses would <br />be necessary. He also stated that looking at the plan there were smaller design <br />considerations that the Council would debate over. The plan should not be viewed <br />as everything is specific and exact at this time. Council needs to take a look at the <br />plan with the understanding that things may be changed. He stated that there is a <br />function of timing and funding that need to be looked at as well and changes will <br />not happen overnight. <br /> <br />Councilmember Holden stated that the implementation IS three years to start <br />working on the medians. <br /> <br />Community Development Director Lehnhoff stated that there was no clear start <br />time for the project. He also stated that accepting the plan was not accepting the <br />budget and it does not set the stage for approval or denial of any improvements for <br />any particular site. <br /> <br />Mayor Harpstead stated that there may be other sources of funding that need to be <br />researched once a plan is approved. <br /> <br />Councilmember Holden stated that she would like the Council to discuss the <br />changing of the zoning to include high density residents and how the traffic needs <br />are balanced once there is an increase in the number of housing units in the area. <br /> <br />Mr. Weber stated that housing would have less impact on the critical 4 p.m. to 6 <br />p.m. time frame than office space would. He stated that Maxfield, the marketing <br />analysis group used, stated that the area has about as much retail space as it could <br />maintain. The market study is supportive of higher density housing. The market <br />analysis also shows that the area is saturated with office space at this time. <br /> <br />Mayor Harpstead stated that the same individual that performed this market <br />analysis also performed the analysis for the TCAAP property. <br /> <br />Councilmember Holden stated that a high level of senior housing in the B2 area <br />would have an impact on the TCAAP property. <br /> <br />Mayor Harpstead stated that there was an agreement that senior housing would <br />have an impact but market rate and luxury rental property which is possible for the <br />B2 area would be different and not impact TCAAP. <br /> <br />Councilmember Holden asked how this would have an impact on the traffic. <br />
