PLANNING CASE #08-028: B2 District Desi!!n Standards - Public Hearin!! , <br /> <br />Chair Larson announced that this will be a Public Hearing. <br /> <br />Community Development Director James Lehnhoff presented a proposal to revise the <br />design standards for the B2 Zoning District. He stated that the area includes the <br />commercial area on County Road E, between Lexington Avenue and Highway 51, and <br />along Connelly Avenue, adjacent to Pinetree Drive. He stated that the Staff is <br />recommending approval, and the Staff offered the following findings for consideration: <br /> <br />1. The City Council adopted the "Guiding Plan for the B2 District" on October 27, 2008, <br />with a few modifications. <br />2. The proposed design standards are in substantial conformance with the Guiding Plan. <br />3. The proposed design standards would work toward implementing the <br />recommendations in the Guiding Plan. <br /> <br />Community Development Director Lehnhoff provided additional background and showed <br />slides. He stated that the implementation step focuses on private development aspects <br />and will touch 3 parts of the coding zone: <br /> <br />1. 135-04 - Definition <br />2. 1320 - Purpose, Land Use Charts, District Requirements Chart and Special <br />Requirements <br />3. 1325-05 - Subdivision 8, which is a revision of the Design Standards themselves. <br />Community Development Director Lehnhoff elaborated more on each of the 3 parts. <br /> <br />Community Development Director Lehnhoff stated that the procedure for new <br />developments and significant redevelopments would go through the PUD Process, which <br />would give the Staff a better chance to discuss and negotiate, and meet the intent of the <br />Guiding Plan for the B2 District. There will also be a clause included for minor changes, <br />so they would not have to go through the entire process. <br /> <br />Community Development Director Lehnhoff explained that the purpose of the design <br />standards is to set expectations for the City and the Developer. <br /> <br />Community Development Director Lehnhoff concluded that the Staff recommends <br />approval of Ordinance 2008-011 in Planning Case 08-028, for a definition and design <br />standards for the B2 District, as presented in the November 5, 2008, Planning Case <br />Report, as amended.
