<br />~ <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />December 4, 2008 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Ron Moorse, City Administrator <br /> <br />FROM: <br /> <br />Kristine Giga, Civil Engineer <br />Michelle Olson, Parks and Recreation Manager <br />Greg Hoag, Public Works Director <br /> <br />SUBJECT: <br /> <br />Future Snelling/Old Highway 10 Trail with Improvements to CP Rail <br />Bridge for Pedestrian Crossing <br /> <br />BACKGROUND <br /> <br />At the September 8, 2008, meeting, the City Council authorized staff to contract with Bolton & <br />Menk, Inc. to complete a feasibility report for the future Snelling/Old Highway 10 trail with <br />improvements to the CP Rail Bridge for a pedestrian crossing. <br /> <br />Bolton & Menk, Inc. staff presented preliminary results of the feasibility report at the <br />November 25,2008, Parks, Trails and Recreation Committee (PTRC.) Topics of discussion <br />included proposed typical cross-sections and potential trail locations, as well as associated <br />impacts and costs. Improvements to the CP Rail Bridge were also discussed. <br /> <br />A copy of the completed feasibility report is attached. Representatives from Bolton & Menk <br />will attend the City Council meeting to present the results. The next step in the process is for <br />the City Council to receive the feasibility report and to provide direction on how to proceed <br />with this project. <br /> <br />Improvements to the CP Rail Bridge are currently included in the Capital Improvement Plan <br />for 2010. In order for improvements to be completed in the 2010 construction season, the <br />planning and design should occur in 2009. It is anticipated that it will take approximately a <br />year to work through the approval process with the railroad.
