~ MEMORANDUM DATE: December 4, 2008 TO: Mayor and City Council Ron Moorse, City Administrator FROM: Kristine Giga, Civil Engineer Michelle Olson, Parks and Recreation Manager Greg Hoag, Public Works Director SUBJECT: Future Snelling/Old Highway 10 Trail with Improvements to CP Rail Bridge for Pedestrian Crossing BACKGROUND At the September 8, 2008, meeting, the City Council authorized staff to contract with Bolton & Menk, Inc. to complete a feasibility report for the future Snelling/Old Highway 10 trail with improvements to the CP Rail Bridge for a pedestrian crossing. Bolton & Menk, Inc. staff presented preliminary results of the feasibility report at the November 25,2008, Parks, Trails and Recreation Committee (PTRC.) Topics of discussion included proposed typical cross-sections and potential trail locations, as well as associated impacts and costs. Improvements to the CP Rail Bridge were also discussed. A copy of the completed feasibility report is attached. Representatives from Bolton & Menk will attend the City Council meeting to present the results. The next step in the process is for the City Council to receive the feasibility report and to provide direction on how to proceed with this project. Improvements to the CP Rail Bridge are currently included in the Capital Improvement Plan for 2010. In order for improvements to be completed in the 2010 construction season, the planning and design should occur in 2009. It is anticipated that it will take approximately a year to work through the approval process with the railroad.
