<br />~ <br /> <br /> <br />EN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />February 5, 2009 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Ron Moorse, City Administrator <br /> <br />FROM: <br /> <br />Kristine Giga, Civil Engineer <br />Michelle Olson, Parks and Recreation Manager <br />Greg Hoag, Public Works Director <br /> <br />SUBJECT: <br /> <br />CP Rail Bridge improvements for a pedestrian crossing <br /> <br />BACKGROUND/DISCUSSION <br />During the fall of 2008, Bolton & Menk, Inc. prepared a feasibility report for the future Snelling/Old <br />Highway 10 trail with improvements to the CP Rail Bridge for a pedestrian crossing. A preliminary <br />report was presented to the Parks, Trails and Recreation Committee (PTRC) on November 25, 2008, <br />and the final feasibility report was presented to City Council at the December 8, 2008 City Council <br />meeting. <br /> <br />At the January Work Session, the City Council discussed the project and how to proceed; in <br />particular, how to determine on which side to build the bridge improvements. The PTRC will <br />discuss this in detail at their February meeting, and make a recommendation to the City Council. <br />Bolton & Menk will continue to work with CP Rail through the final design process, providing the <br />needed detail and information for the review/approval process. <br /> <br />Attached is a memorandum from Bolton & Menk, which summarizes the discussions they have had <br />with CP Rail to date; the memo provides some answers to questions previously asked by the City <br />Council. <br /> <br />FINANCIAL IMPLICATIONS <br />The costs to complete design for the bridge improvements will be paid for out of the Special Revenue <br />Parks Fund.
