~ EN HILLS MEMORANDUM DATE: February 5, 2009 TO: Mayor and City Council Ron Moorse, City Administrator FROM: Kristine Giga, Civil Engineer Michelle Olson, Parks and Recreation Manager Greg Hoag, Public Works Director SUBJECT: CP Rail Bridge improvements for a pedestrian crossing BACKGROUND/DISCUSSION During the fall of 2008, Bolton & Menk, Inc. prepared a feasibility report for the future Snelling/Old Highway 10 trail with improvements to the CP Rail Bridge for a pedestrian crossing. A preliminary report was presented to the Parks, Trails and Recreation Committee (PTRC) on November 25, 2008, and the final feasibility report was presented to City Council at the December 8, 2008 City Council meeting. At the January Work Session, the City Council discussed the project and how to proceed; in particular, how to determine on which side to build the bridge improvements. The PTRC will discuss this in detail at their February meeting, and make a recommendation to the City Council. Bolton & Menk will continue to work with CP Rail through the final design process, providing the needed detail and information for the review/approval process. Attached is a memorandum from Bolton & Menk, which summarizes the discussions they have had with CP Rail to date; the memo provides some answers to questions previously asked by the City Council. FINANCIAL IMPLICATIONS The costs to complete design for the bridge improvements will be paid for out of the Special Revenue Parks Fund. Attached is the proposal submitted by Bolton & Menk describing the scope of services.
