Laserfiche WebLink
· Municity - This software package is designed for smaller and medium cities and would
meet our permitting and reporting needs as well as offer good customization options.
Similar to BluePrince, however, the additional desired features would add quite a bit of
cost. Purchasing the planning & zoning and fi~ance connections would add another
$12,080 to the base cost. This service also did not have any options for future web access
for business and residents.
· Municity LE - This option is the "light edition" of Municity. This is limited to five users
and offers far less customization for our needs. The planning & zoning, finance
connection, and LaserFiche modules would add $13,610 to the base cost.
· PermitSoft - This web-based company has created a good site for managing permits,
planning cases, code enforcement, and business licensing. It also included a web access
component for residents and contractors to track permits. Creating a connection to the
City's finance software is estimated to cost an additional $4,000, and they do not provide
any connection to LaserFiche. The web connection was somewhat sluggish, which may
inhibit its usefulness.
· PermitWorks - See the below section for additional information.
· Springbrook - This software option would be an extension of the City's existing financial
software. The permitting and code enforcement process seemed a bit more complicated
than the other software options; however, it would offer better integration between the
address database and financial information. This program included an excellent
integration feature with LaserFiche. The business licensing module would add
approximately $10,600 to the base cost. This software is currently being overhauled to
.NET, which is a newer type of database than their current software that will be
discontinued. They recommended waiting for the .NET version; however, it is not
anticipated to be released until the fourth quarter of2009, though a specific date has not
been set.
· Ursa - While this is the most affordable option, Black Bear Systems has not been able to
meet their anticipated release dates. This software is highly customizable and includes
expanded reporting features, which cures the primary limitation in the existing software,
PTWIN. The software does not include the ability to integrate with LaserFiche, but it
would be possible to export information to the City's finance software. According to
Black Bear, they are able to offer a substantially lower price because they provide
software to more than 1,200 jurisdictions, which is substantially more than the other
options. Additionally, they do not require on-site installation, which reduces personnel
and travel costs.

Roseville IT reviewed the programs that would be installed on our network, and they did not
anticipate any technical difficulties or hardware issues.

PermitW orks

PermitWorks was originally created in 1994 for the City of Oak dale and has since expanded to
44 cities in Minnesota and Wisconsin. The cities of New Brighton, Roseville, Mounds. View,
and Shoreview use PermitWorks. Like most of the other programs, they are able to customize

\lAhdocsllahIAHdata\PlanningIDepartment Records\Permit Software\030909 - CC Report - Permit Software. doc
