Condition seventeen requires a tree inventory and preservation plan to be submitted with <br />the application, which Northwestern College has done. A total of 65 significant trees with <br />1,033 caliper inches were identified within the construction area. Of those, 53 trees (702 <br />caliper inches) will be removed and 134 new trees (300 caliper inches) will be planted, <br />meeting the requirements of the City's tree preservation ordinance. <br />The proposal will also meet the requirements of the City's design standards in Section <br />1325.05 the Zoning Code. <br />J. Storm Water Management (Condition #20) —Meets Requirements <br />Condition twenty requires a storm water management plan to be submitted with the <br />application. Phase I of the PUD Master Plan (Planning Case #08-006) included the <br />construction of storm water drainage pipe and underground infiltration basin. This project <br />would utilize this installed system while increasing overall water infiltration on site <br />through a net reduction in impervious surface coverage. In addition, Rice Creek <br />Watershed District review is required. <br />K. Energy Efficient Design (Condition #21) —Meets Requirements <br />Condition twenty-one states, "Each phase shall use as many Leadership in Energy and <br />Environmental Design (LEED) principles as the College deems possible." Northwestern <br />College states that Community Life Commons will be LEED certified, though the <br />applicant did not include any information on the type of certification that would be <br />sought or how certification would be achieved. <br />L. Outdoor Events (Condition #26) —Meets Requirements <br />Condition twenty-six requires that events on the campus green cannot continue past <br />9:OOPM, except for once a semester when an event may continue until l OPM. <br />Northwestern College states the campus green will not be used as a performance space, <br />but maintained as an outdoor student study and recreational area. It is not expected that <br />any of the activities on the campus green would generate high levels of noise or would <br />extend past the times required by this condition. <br />2. Additional Review <br />The Building Official and Fire Marshal reviewed the proposal with their comments included <br />as Attachment C. The Fire Marshal expressed concerns about access to the front side of <br />buildings along the campus green, noting that any such access roads or paved surfaces must <br />meet specific size and weight bearing requirements.
