construction." The highest point of Community Life Commons is the prayer tower with <br />the halfway point between the eave and highest point measuring just under 48 feet. A <br />height variance is necessary as this figure exceeds the 35 -foot height limit of the R-1 <br />Zoning District. It is worth noting that much of the prayer tower is not an occupied space <br />and thus does not create sight lines into other nearby properties. <br />It is important to note that this height variance only applies to the tower and not the <br />building as a whole. The flat roofline of Community Life Commons is approximately 28 <br />feet tall, which is in compliance with the regulations of the R-1 Zoning District. The <br />building also has three pavilions that range from 40 to 42 feet in height, which exceeds <br />the height limit though not to the same degree as the prayer tower. The tower and <br />pavilions are located along the south and western edges of the building, facing towards <br />the campus green and Nazareth Hall. The portion of the building with the flat roofline <br />would be closest to the ad j acent residential properties. The height of Community Life <br />Commons does not represent a departure from nearby buildings. Nazareth Hall ranges <br />from 35 feet to as high as 115 feet with the tower (the height of the majority of the <br />building being 60 feet), while Riley Hall is approximately 45 feet tall. <br />E. Lighting (Condition #15) —Meets Requirements <br />Condition fifteen of the PUD Master Plan requests that lighting: (a) is prohibited from <br />shining directly onto adjacent properties and (b) shall not exceed the lighting limitations <br />of the Arden Hills Zoning Code. For the Community Life Commons, there will be no <br />exterior lights shining on any building walls. While the prayer tower would be internally <br />lit and is potentially visible from adjacent properties, the lights would be strictly <br />utilitarian would not be used when the tower was not occupied. There will be exterior <br />pedestrian lighting along walkways in the campus green and loading dock, but these shall <br />be obscured from adjacent properties by the surrounding buildings and vegetative <br />screening. The applicants are also proposing a seven foot six inch high fence along the <br />rear of the building that would screen the loading dock further. There will also be some <br />electrical outlets installed near the Totino Arts Center (south side of the green) for <br />holiday tree lights. It is expected that the project shall neither increase ambient light off <br />of campus nor shine any lights on adjacent properties. <br />F. Lot Coverage (Condition #16) —Meets Requirements <br />Condition sixteen of the PUD Master Plan limits the portion of the campus within Arden <br />Hills to 35 percent lot coverage. Currently, impervious coverage makes up 528,186 <br />square feet, or 33 percent of the 1,598,216 square feet of campus within the City. The <br />proposal will actually decrease the amount of impervious coverage to 504,708 square <br />feet, a net reduction of 231948 square feet. As a result, impervious coverage post - <br />construction will only constitute 31.6 percent of the Arden Hills portion of campus. <br />I.
