<br />the site. <br /> <br />13. A seven foot six inch fence shall be constructed to screen the loading dock <br />from adjacent residential properties. <br /> <br />14. Upon completion of the project, the City may require additional vegetation, <br />benning, fencing, and/or other types of screening to further reduce or <br />eliminate light from the site if the City finds that the lighting is not in <br />conformance with the approved Master PUD. <br /> <br />15. The applicant shall obtain all necessary permits, including, but not limited to, <br />NPDES, Rice Creek Watershed District, Ramsey County and City Erosion <br />Control permits, prior to the execution of the Site Plan Agreement. <br /> <br />16. Northwestern College shall continue to be responsible for regular maintenance <br />of the underground infiltration basin. <br /> <br />17. Any direct, untreated pipe discharges into Lake Johanna and Little Lake <br />Johanna located within this phase's construction limits shall be eliminated. <br />The remaining direct, untreated discharges shall be eliminated in subsequent <br />phases. <br /> <br />18. The City of Roseville shall receive a set of plans for review. <br /> <br />19. The applicant shall supply the required number of ADA accessible parking <br />spaces prior to the issuance of the occupancy permit for the University <br />Commons. <br /> <br />20. The applicant shall supply the City with as-built plans upon completion of <br />construction. <br /> <br />Chair Larson questioned the purpose of the campus green area and what activities <br />would occur on that space. <br /> <br />City Planner Beekman advised that occasionally a class may be held on the green, <br />as well as other outdoor activities such as Frisbee or touch football. She advised <br />that the campus held a meeting with adjacent residents in regard to the project, <br />and City Staffhad also met with neighbors of the campus. She advised that <br />although this was not a public hearing, notice was sent to the surrounding <br />residents of tonight's meeting. She advised that staff recommended approval of <br />the request. <br /> <br />Commissioner Reiff requested clarification to the amendment suggested to <br />Condition 12 in regard to whether the 9:00 p.m. time referred to amplified sound <br />equipment or all activities. <br />
