She also stated that the fixed costs are based on what the City needs to <br />pay for services. <br /> <br />Councilmember Grant asked if SCADA and the rebuilding of the lift station <br />would be covered by the water fund. <br /> <br />Finance Director Iverson stated that if the repairs and maintenance were water <br />related they would come from the water fund and repairs that are related to sewer <br />would come out of the sewer fund. <br /> <br />Councilmember Grant asked if the proposed rates accounted for the rebuilding of <br />four lift stations and the installation of SCADA. <br /> <br />Finance Director Iverson stated that these rates account for these expenses. <br /> <br />Councilmember Grant asked if the surface water management fee was also being <br />raised. <br /> <br />Finance Director Iverson stated that the surface water management fees would be <br />covered later in the meeting. <br /> <br />Councilmember Holden asked if the rates would also include the maintenance and <br />repair of the water towers. <br /> <br />Finance Director Iverson stated that this was correct. Any repairs, maintenance, <br />1&1 charges, or other expenses that dealt with the water utilities would come out of <br />the water fund, sewer fund, and surface water management fund. <br /> <br />Finance Director Iverson reviewed the surface water utilities fees and explained <br />that the increase for 2009 would be 4.5%. <br /> <br />Councilmember Holden asked for clarification regarding the lllcrease for the <br />senior rate. <br /> <br />Finance Director Iverson stated that the increase for seniors is only for those <br />seniors who are currently participating in the discounted senior rate program and <br />not for all seniors. <br />
