<br />ARDEN HILLS CITY COUNCIL - December 8, 2008 <br /> <br />11 <br /> <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Grant seconded a <br />motion to Adopt Utility Rates as Presented in the Rate Study, Water <br />Option II, Sewer Option II A, and Surface Water Rates. The motion <br />carried unanimously (5-0). <br /> <br />A2. Motion to Adopt the Water Connection Fee at $300 per unit, <br />Water Availability at $800 per acre, Sewer Fee at $300 per unit, <br />and Sewer A vailabilitv at $800 per acre <br /> <br />Finance Director Susan Iverson stated that the City of Arden Hills currently does <br />not charge for new water and sewer users. These new users typically are allowed to <br />connect into the existing system with out a fee except for a $300 sewer connection <br />fee. Typically cities charge a fee to new users for accessing the system and these <br />are collected with the building permit fees. These fees are structured to cover the <br />cost of infrastructure replacement and maintenance as current users have already <br />paid for the system. We have asked our financial consultants to take a look at the <br />surrounding areas to see what fees are being charged in conjunction with our rate <br />study. Since there is a wide range of charges, Staff feels that a conservative <br />approach similar to Shoreview would be best to establish the fees at this time. <br /> <br />Councilmember Holden asked how the rates were arrived at. <br /> <br />Finance Director Iverson stated that the rates for the surrounding communities <br />were reviewed and the rates being presented are close to those that are being <br />charged in the area. <br /> <br />MOTION: Councilmember McClung moved and Mayor Harpstead seconded a <br />motion to Adopt the Water Connection Fee at $300 per unit, Water <br />Availability at $800 per acre, Sewer Fee at $300 per unit, and Sewer <br />Availability at $800 per acre. <br /> <br />Mayor Harpstead clarified that these fees were for new construction only and not <br />current homes. <br /> <br />The motion was called to a vote. The motion carried unanimously (5-0). <br /> <br />B1. Motion to Approve the 2009-2013 Capital Improvement Plan <br />(CIP) as Presented <br /> <br />Finance Director Iverson stated that this item is the Capital Improvement Plan for <br />2009-2013. The CIP is a five year plan and only 2009 is included in the annual <br />budget adoption and will have further Council discussions before any expenditures <br />
