ARDEN HILLS CITY COUNCIL - December 8, 2008

11

MOTION: Mayor Harpstead moved and Councilmember Grant seconded a
motion to Adopt Utility Rates as Presented in the Rate Study, Water
Option II, Sewer Option II A, and Surface Water Rates. The motion
carried unanimously (5-0).

A2. Motion to Adopt the Water Connection Fee at $300 per unit,
Water Availability at $800 per acre, Sewer Fee at $300 per unit,
and Sewer A vailabilitv at $800 per acre

Finance Director Susan Iverson stated that the City of Arden Hills currently does
not charge for new water and sewer users. These new users typically are allowed to
connect into the existing system with out a fee except for a $300 sewer connection
fee. Typically cities charge a fee to new users for accessing the system and these
are collected with the building permit fees. These fees are structured to cover the
cost of infrastructure replacement and maintenance as current users have already
paid for the system. We have asked our financial consultants to take a look at the
surrounding areas to see what fees are being charged in conjunction with our rate
study. Since there is a wide range of charges, Staff feels that a conservative
approach similar to Shoreview would be best to establish the fees at this time.

Councilmember Holden asked how the rates were arrived at.

Finance Director Iverson stated that the rates for the surrounding communities
were reviewed and the rates being presented are close to those that are being
charged in the area.

MOTION: Councilmember McClung moved and Mayor Harpstead seconded a
motion to Adopt the Water Connection Fee at $300 per unit, Water
Availability at $800 per acre, Sewer Fee at $300 per unit, and Sewer
Availability at $800 per acre.

Mayor Harpstead clarified that these fees were for new construction only and not
current homes.

The motion was called to a vote. The motion carried unanimously (5-0).

B1. Motion to Approve the 2009-2013 Capital Improvement Plan
(CIP) as Presented

Finance Director Iverson stated that this item is the Capital Improvement Plan for
2009-2013. The CIP is a five year plan and only 2009 is included in the annual
budget adoption and will have further Council discussions before any expenditures
