ARDEN HILLS CITY COUNCIL - December 8, 2008

12

are actually made. Adopting the CIP is more of a work plan that Staff and the City
are using in order to proceed with proposed projects. It does not mean that any of
these projects have been approved. The estimated projects for 2009 included are
the $3,495,638 and equipment is $98,000. In years 2010 to 2013 the amounts are
more for long range planning projects and will have further discussions by the
Council but it will help to help to direct Staff in preparing items for the Council for
discussion. Included in the 2009 Capital Improvement Plan is a 2009 PMP for
Glenarden Neighborhood, the repair of the south water tower, safe routes to school
grant project, the old Highway 10 sidewalk improvement study, gateway signs,
office expansion, storm pond maintenance, park improvements, public safety
equipment, 1&1, and remediation with the Met Council.

Councilmember Holden stated at one time the Council had taken out the trail signs
because there was not a plan at this time and moved this item to 2010. She asked if
the 2009 budget amount was for the plan to be created for these trail signs.

Finance Director Iverson stated that the project that is included in the CIP Plan is
the project at the Elmer L. Andersen and the rest of the signage were moved to
2010.

Mayor Harpstead asked what the Old Highway 10 sidewalk study was.

Finance Director Iverson stated that this item was moved to 2010 and was not
included in the 2009 CIP Plan.

Mayor Harpstead stated that the County Road E sidewalk improvement project
was included in the plan for 2009.

Finance Director Iverson explained that it was an error in the presentation but the
CIP Plan does reflect the changes of the Old Highway 10 sidewalk study being
moved to 2010 and the County Road E sidewalk improvement project included for
2009.

Councilmember Grant asked if Council had removed the office expanSIOn
expense from the CIP.

Councilmember Holden stated that the office expansion was a carry over from
2008 because the Council has not approved how the office will be set up at this
time.

Councilmember Grant asked if the Council was budgeting an item that they
would not be doing.
