<br />ARDEN HILLS CITY COUNCIL - December 8, 2008 <br /> <br />14 <br /> <br />Finance Director Iverson stated that at the work session Staff was directed to <br />make the changes in 2009 and 2010 and bring the document back to the Council in <br />January for further review. The approval of the five year plan provides Staff the <br />documents needed to put together the budget documents. <br /> <br />Councilmember McClung stated that at this time Council had not had an adequate <br />amount of time to look at the figures beyond 2009 and he would not support this <br />document just so Staff could apply for an award. <br /> <br />Finance Director Iverson stated that all that needs to be approved tonight is the <br />2009 in order for the City to do their budget. <br /> <br />Mayor Harpstead clarified that the budget document was to move towards a <br />public budgeting process. <br /> <br />Finance Director Iverson stated that this was correct and it is not a requirement by <br />law. <br /> <br />Mayor Harpstead stated that at the work session Staff had been directed to focus <br />on the 2009 numbers and the other numbers were going to be revisited at a future <br />work session by the Council. <br /> <br />Councilmember Grant stated that the at the work session it was decided that the <br />Council was only going to approve the 2009 plan and at this time he would not <br />approve 2010-2013. <br /> <br />Mayor Harpstead stated that he agreed with this. <br /> <br />Councilmember Holden stated that every year the Council approves a long term, <br />five year, CIP Plan and change it as needed. <br /> <br />Councilmember Grant stated that the agreement was the Council would look at <br />2010-2013 in January. <br /> <br />Councilmember Holden stated she thought that the Cummings Park irrigation <br />project had been removed. <br /> <br />Public Works Director Gregory Hoag stated that Council had decided to leave <br />the project in so that additional information coul~ be provided to the Council before <br />the final project was approved. <br />
