ARDEN HILLS CITY COUNCIL - December 8, 2008 14 Finance Director Iverson stated that at the work session Staff was directed to make the changes in 2009 and 2010 and bring the document back to the Council in January for further review. The approval of the five year plan provides Staff the documents needed to put together the budget documents. Councilmember McClung stated that at this time Council had not had an adequate amount of time to look at the figures beyond 2009 and he would not support this document just so Staff could apply for an award. Finance Director Iverson stated that all that needs to be approved tonight is the 2009 in order for the City to do their budget. Mayor Harpstead clarified that the budget document was to move towards a public budgeting process. Finance Director Iverson stated that this was correct and it is not a requirement by law. Mayor Harpstead stated that at the work session Staff had been directed to focus on the 2009 numbers and the other numbers were going to be revisited at a future work session by the Council. Councilmember Grant stated that the at the work session it was decided that the Council was only going to approve the 2009 plan and at this time he would not approve 2010-2013. Mayor Harpstead stated that he agreed with this. Councilmember Holden stated that every year the Council approves a long term, five year, CIP Plan and change it as needed. Councilmember Grant stated that the agreement was the Council would look at 2010-2013 in January. Councilmember Holden stated she thought that the Cummings Park irrigation project had been removed. Public Works Director Gregory Hoag stated that Council had decided to leave the project in so that additional information coul~ be provided to the Council before the final project was approved.
