<br />ARDEN HILLS CITY COUNCIL - December 8, 2008 <br /> <br />25 <br /> <br />understanding that should the Deputy Chief position be obligated on <br />behalf of the City, Staff find the complimented amount in a reduction <br />elsewhere. <br /> <br />Councilmember McClung stated that the City needs to stand behind their decision <br />not to support the Deputy Fire Chief position. He stated he would be willing to <br />make a motion that the City not expend any City funds on any new Fire <br />Department positions in 2009. <br /> <br />Councilmember Holmes stated that the majority rules where this is concemed and <br />if the other board members vote in favor of the position the Arden Hills would be <br />obligated to comply. <br /> <br />Councilmember McClung stated that the Fire Board and two other cities can not <br />tell Arden Hills how to spend their money. If the City chooses not to obligate <br />funding for the position then the City will not have those funds available. <br /> <br />Mayor Harpstead stated that he had not had an opportunity to review the by-laws <br />in awhile so he would be unable to comment as to the details in the by-laws. The <br />City of Arden Hills is one member of another organization. <br /> <br />Councilmember McClung stated that the by-laws do not get specific in this regard. <br /> <br />Councilmember Holmes stated that this is not part of the discussion. The motion <br />is stating that the City is going to draw a line in the sand stating that no matter what <br />the decision is Arden Hills is not going to support it. She stated that the Council <br />has not reached a consensus regarding this subject and it should not be stated as a <br />consensus. <br /> <br />Mayor Harpstead stated that Councilmember Holmes brought up a good point of <br />order because the Council was discussing a budget number. Some of the content in <br />the budget is detailed and some is not. <br /> <br />Councilmember Holden stated that it was part of the motion. <br /> <br />Mayor Harpstead stated that it was part of the motion. He clarified that the <br />motion stated that if the opportunity availed itself then the funds could be taken <br />from there but if not then Staff would have the discretion to take the funds from <br />another source. <br />
