ARDEN HILLS CITY COUNCIL - December 8, 2008

26

Councilmember Holmes stated that this is acceptable but not the City taking a
stand that they will not support or pay for a Deputy Chief no matter what the Fire
Board decides.

Councilmember McClung stated that two other cities could decide that Arden
Hills needs to pay for a position they do not support.

Councilmember Holmes stated that the Council has not reached a consensus on
the position and the pros and cons have not been reviewed. She stated that the
Council needed to be sensible when making this type of decision.

Councilmember Grant stated that it would be a better position to remove the funds
from the budget completely.

Mayor Harpstead stated that the current motion did provide that flexibility.

Councilmember Holden stated that the Council could amend the motion because
the budget can be amended at any time by the Council.

MOTION: Councilmember Holden moved and Councilmember Grant
seconded a motion to amend the motion to read: Adopt Resolution
2008-062. A Resolution Adopting the Proposed 2009 Budget in the
amount $12,028,525 by removing the amount for the Deputy Fire
Chief position and add it back in if needed. Adopt Ordinance 2008-016: A Special Ordinance Relatin2 to Fees
Payable within the City of Arden Hills for 2009

Finance Director Iverson stated that the fee schedules need to be approved with
the new rates that were approved earlier in the evening. Last year the City did a
comprehensive review of all fees. This year Staff reviewed the fees and did minor
reVISIOns.

Councilmember Holmes stated that on page 3 of 9 under Park and Recreation,
there is a new fee of $10 for a picnic shelter, resident/non-profit. She stated that
some of the City parks do not have picnic shelters so she would like to clarify if
there is still a $10 fee to reserve the park.
