<br />ARDEN HILLS CITY COUNCIL - December 8, 2008 <br /> <br />4 <br /> <br />A. Motion to Auurove Resolution 08-058: A Resolution to Adout the <br />Business Subsidy Policy as Presented in the December 8, 2008, <br />Memo to the City Council <br /> <br /> <br />Ms. Stacie Kvilvang, of Ehlers & Associates, stated over the past year, the City's <br />Economic Development Commission (EDC) has been working on creating Business <br />Subsidy Criteria for the City. The Criteria is required by Statute, and is needed to <br />be in place before the City can grant a subsidy to an applicant. Although the City <br />has not received any requests in recent years (other than TCAAP), the City should <br />have criteria in place prior to a request so an applicant can understand the City's <br />policies and expectations if they are going to grant a subsidy. The proposed policy <br />was reviewed by the Finance Director and the Financial Planning and Analysis <br />Committee. The approval of the Business Subsidy Policy would replace the <br />Finance Policy the City has regarding the TCAAP property. <br /> <br />Councilmember McClung clarified that any business anywhere in the City in the <br />future would have one policy to reference for business policy subsidies. <br /> <br />Ms. K vilvang stated that this was correct. <br /> <br />Councilmember Holden clarified that this plan does not guarantee or require the <br />City to give money to any business but rather a basic plan that is required by law. <br /> <br />Ms. K vilvang stated that this was correct. <br /> <br />Mayor Harpstead opened the public hearing at 7:10 p.m. <br /> <br />Mayor Harpstead closed the public hearing at 7: II p.m. <br /> <br />MOTION: Councilmember Holden moved and Councilmember McClung <br />seconded a motion to Approve Resolution 08-058: A Resolution to <br />Adopt the Subsidy Policy as Presented in the December 8, 2008, <br />Memo to the City Council. The motion carried unanimously (4-0). <br /> <br />7. NEW BUSINESS <br /> <br />D. Auurove Ordinance 2008-012 to Amend Section 1325.09 and <br />Section 1325.05 Subd. 8 of the Zonin2 Code to Auulv the Recentlv <br />Adouted B2 District Desi2n Standards to the B3, Service Business <br />District, as Presented in the December 8, 2008, Reuort to the City <br />Council. <br />
