The largest building on the site is Building 4, which is proposed to be setback 20 feet <br />three inches from the property line along Lexington Avenue. The largest building in <br />Phase I as the Walgreen's building. This building is proposed to be setback 40 feet <br />nine inches from the property line along County Road E. City Code would require a <br />20 foot setback. While is has been moved substantially closer since the initial <br />proposal, the presence of the drive aisle make locating it nearer to the street <br />impossible. <br />2. Commercial Fagade Transparency — Flexibility Requested <br />Fifty percent (50%) of the first level facade that includes the primary store entrance <br />and/or faces a public street shall be made of transparent windows and doors that are <br />recessed at least one inch rather than being flush with the facade. If the building is a <br />one story design and the first floor elevation exceeds twelve (12) feet, then only the <br />first twelve (12) feet shall be included in calculating the facade area. <br />The east facade of Buildings 1 and 3 is 2,284 square feet. The transparent <br />window/door area is 707 square feet, with an additional 231 square feet of spandrel <br />glass. The Code requires 1,142 square feet, an additional 435 square feet than what <br />is provided. <br />The north facade of Building 1 is 1308 square feet. The transparent window/door <br />area is 325 square feet, with an additional 154 square feet of spandrel glass. The <br />Code requires 654 square feet, an additional 329 square feet than what is provided. <br />The south facade of Building 3 is 1064 square feet. The transparent window/door <br />opening area totals 452 square feet. The Code requires 532 square feet, an additional <br />80 square feet than what is provided. There is however an additional 132 square feet <br />of glazing area located on the west elevation at the south corner directly adjacent to <br />the primary facade. <br />For buildings with a use or function that does not readily allow windows (e.g. cooler <br />or freezer areas, mechanical rooms, security areas, storage areas) the transparent <br />window standards may be reduced at the discretion of the City Council. However, <br />the architectural detailing must be provided by the use of upper level windows, which <br />may include the partial use of simulated windows, or architectural detailing that <br />provides arches, patterning, recesses, and shadowing that provide aesthetic interest. <br />Architectural detailing may include such things as change in materials, change in <br />color and other significant visual relief provided in a manner or at intervals in keeping <br />with the size, mass, and scale of the wall. <br />The north and east sides of the building do not meet the requirements due to storage <br />internal to the building.
