this needed improvement. Staff is currently in discussions with the applicant on future cost- <br />sharing for the traffic signal, which will be addressed by the City Council. <br />While the condition is straightforward, actual implementation of the traffic signal depends on <br />a number of factors, including: <br />• The applicant will need to continue discussions with the adjacent TCF Bank property <br />that is located adjacent to the proposed traffic signal and requires cooperation <br />between the two property owners for the traffic signal to be installed; <br />• Location and allocation of funds for a portion of the traffic signal improvements (the <br />cost would likely be shared between the City and the property owners); <br />• Traffic levels that warrant a new traffic signal; and, <br />• Ramsey County's approval of a new traffic signal. <br />While it may be desirable to install a traffic signal prior to any redevelopment, installation of <br />a traffic signal typically requires sufficient traffic levels at all four sides before a signal will <br />be approved by the County. In other words, approving a new traffic signal often requires the <br />new development to generate the necessary traffic levels prior to installation of the signal. <br />Nevertheless, a new traffic signal and related improvements to County Road E remain part of <br />the City's long-term plan to address traffic and property access in this area. The City will <br />continue discussions with Ramsey County and the surrounding property owners for long- <br />term transportation planning. <br />4. Sign Code <br />The application includes signage for the development; both wall and monuments signs. The <br />applicant proposes to remove the two existing monument signs on the property. <br />A. Wall Signage —Flexibility Requested <br />Arden Plaza is located in Sign District 5. In this sign district the Sign Code allows each <br />tenant in amulti-tenant building up to 80 square feet of wall signage. This amount does not <br />include auxiliary signs that provide non-commercial information (i.e. entrance/exit signs, <br />parking signs, directional information). <br />Building 1 — The applicant is requesting 161 square feet of wall signage for Building 1, <br />which is a single tenant building. City Code limits the amount of wall signage to 80 square <br />feet. <br />Building 3 — The application shows 93 square feet of signage for Building 3, which is <br />tentatively shown on the plans as a two -tenant building.
