the City may consider a proportional reduction in the transparent window and <br />door requirement on the primary store entrance and/or public street fagades. <br />This requirement is met by the proposed application. The south facade is 1064 <br />square feet. The transparent window/door opening area totals 452 square feet. <br />The Code requires 213 square feet. There is also an additional 132 square feet of <br />glazing area located on the west elevation at the south corner directly adjacent to <br />the primary facade. The amount of required glazing on the south side is exceeded <br />by the proposed plans. <br />3. For buildings with a use or function that does not readily allow windows (e.g. <br />cooler or freezer areas, mechanical rooms, security areas, storage areas) the <br />transparent window standards may be reduced at the discretion of the City <br />Council. However, the architectural detailing must be provided by the use of <br />upper level windows, which may include the partial use of simulated windows, or <br />architectural detailing that provides arches, patterning, recesses, and shadowing <br />that provide aesthetic interest. Architectural detailing may include such things as <br />change in materials, change in color and other significant visual relief provided in <br />a manner or at intervals in keeping with the size, mass, and scale of the wall. <br />The North and East sides of the building do not meet the requirements due to <br />storage internal to the building. Where storage areas are located with the <br />buildings, the applicant has provided architectural detailing through patterned <br />recesses and changes in materials and color in order to maintain harmony with <br />the front of the building and the locations of windows. <br />D. Building Color. Colors shall be harmonious. Building colors shall consist of muted <br />colors with low reflectance. Recommended colors include browns, grays, tans, <br />beiges, and dark or muted green, blues, and reds. Bright or brilliant colors and <br />sharply contrasting colors may be used for only accent purposes occupying a <br />maximum of five percent (5%) of building fagades. <br />This requirement is met by the proposed application. No bright colors are proposed <br />on the building. The building materials are tan, grey, brick, and brown in color. <br />E. Fences. Fences shall blend into the landscape, be compatible with other materials <br />used on site, and be made of a material that minimizes corrosion. Finished and <br />treated wood, brick, stone or wrought iron is encouraged. <br />This requirement is met by the proposed application. The applicant is proposing 42" <br />decorative metal fencing along portions of the right of way along County Road E and <br />Lexington Avenue adjacent to the retaining walls.
