ARDEN HILLS CITY COUNCIL WORK SESSION-MAY 18, 2009 4 <br /> It was the consensus of the City Council to direct staff to proceed with the federal <br /> grant submission and bring forward the documentation for their approval. <br /> B. TCAAP Vision <br /> City Administrator Moorse requested the City Council further describe and <br /> elaborate on the City's vision for TCAAP. He stated he would like feedback on the <br /> various elements within this development, which would greatly assist in future — <br /> meetings held with the Army and GSA. <br /> Councilmember Holmes indicated her vision would be to provide for a public <br /> benefit conveyance, to keep the sale from becoming a public auction. She <br /> explained the 585 acres would be devoted to some sort of public use, such as parks, <br /> libraries, etc. <br /> Councilmember Grant stated his vision for the TCAAP property includes a <br /> cleanup of the site, which would then be turned into public property. He stated a <br /> public auction could create a problem and he would rather work this out through a <br /> public conveyance with congressional assistance providing parks, ball fields, band <br /> shells, nature preserves, etc. Councilmember Grant did not see a public auction <br /> serving anyone's interests at this time. <br /> Councilmember Holden explained there could be many complications with a <br /> public sale. She felt if the land were to be sold at a public auction it may not be <br /> cleaned properly before being developed. Councilmember Holden stated the <br /> public conveyance could be used for parks and recreation, education, wildlife <br /> preservation, along with a long list of opportunities for non-profits. She indicated <br /> the only viable option was public conveyance. <br /> Councilmember McClung stated he would not support a public conveyance. He <br /> explained that the residents would be stuck paying for the services on this public <br /> land. He indicated he was in favor of a mix of public and private uses on the <br /> TCAAP site. Councilmember McClung explained that the City would not benefit <br /> by taking this property off the tax rolls. <br /> Mayor Harpstead indicated this site would need to be designed around the <br /> contamination. He stated the location of the residential sites could be revisited. <br />
