ARDEN HILLS CITY COUNCIL-April 27, 2009 8 <br /> funds. The portion to be assessed is just under $600,000.00. The estimated per unit <br /> assessment is between $6,601.69 and $6,990.03 which will be based on decisions <br /> made by the Council regarding a few of the residential units. Five properties in the <br /> area were listed as sub-dividable in the feasibility report and counted as two <br /> residential equivalent units (REU). Upon further review, the property at 1445 <br /> Forest Lane is not large enough to be divided into two lots that would meet the <br /> current City code. As a result, Staff recommends that it be assessed as one unit. <br /> Two of the property owners listed have submitted written requests to re-evaluate the <br /> consideration of their properties as 2 REUs, because the existing homes would have <br /> to be removed in order to subdivide the property. Three of the four properties <br /> currently identified as 2 REUs would not be able to subdivide their parcels without <br /> removing their homes. There have been no similar instances on recent projects. <br /> Staff is seeking guidance on the assessment roll from the Council. Lindys Park was <br /> not included in the assessment because It is right-of-way, and not a delineated <br /> parcel. Freeway Park is a delineated parcel and is about the size of a lot, therefore, <br /> it has been included as one REU. If Staff is directed to prepare the assessment roll <br /> then Staff would request additional guidance regarding the term and interest rate for <br /> upcoming meetings. She reviewed the project schedule for the project and the two <br /> resolutions before the Council. <br /> Mayor Harpstead clarified that Staff was requesting direction on preparing the <br /> assessment roll and these would be separate from the motions. He asked if Staff <br /> was expecting to have this discussion at this time. <br /> Civil Engineer Giga stated that this was correct and discussing some of the issues <br /> at this time would be beneficial <br /> Councilmember Grant stated that the PowerPoint presentation contained <br /> information that was not in the Council packet and this would be helpful, especially <br /> those slides related to the REUs. He stated that 37% overhead seemed high and <br /> asked if this was a standard rate that Roseville had seen in their projects. <br /> Civil Engineer Giga stated that Roseville does their assessments differently in that <br /> they assess one year after a project has been completed and the amount assessed is <br /> based on actual costs. <br /> Councilmember Grant asked if reviewing past projects for Roseville would the <br /> 37% overhead be comparable to what they have seen. <br /> Civil Engineer Giga stated that she would look into this and get back to the <br /> Council. <br />
