<br />TCAAP Process Action Steps <br /> <br />1. Parks and Open Space and Special legislation <br /> <br />A. Contact Rep. McCollum's office regarding her support for the City's parks <br />and open space concept and her willingness to intervene in the GSA's public <br />sale process. The intervention could result in the cessation of the public sale <br />process, or a delay to provide additional time for the City's parks and open <br />space planning efforts. [Ron Moorse contacted Bill Harper of Rep. <br />McCollum's office. Bill Harper has indicated that, if the City is able to bring <br />together support and partners, particularly an entity willing to take the <br />property, and demonstrate commitment and energy on the part of the City and <br />its partners, Rep. McCollum would be willing to intervene in the public sale <br />process. ] <br /> <br />B. Contact Commissioner Bennett regarding his support for the City's parks and <br />open space concept, and to discuss Ramsey County being the entity to take <br />ownership of the land and operate the park. [Council members Holden and <br />Holmes met with Commissioner Bennett on Wednesday, August 5. Ron <br />Moorse and James Lehnhoff will meet with Commissioner Bennett on <br />Monday, August 10. <br /> <br />C. Meet with additional County Board members and/or the full Board. <br /> <br />D. Meet with Mike Fix regarding the environmental conditions on the site, <br />remediation efforts, and available data. Meet with Dagmar Romano of the MPCA to obtain information regarding <br />hazardous materials on the site, and to discuss Tier III recreational use site- <br />specific standards for clean-up, and how the MPCA may facilitate a parks and <br />open space use. Additionally, discuss the City's position that the Natural <br />Resource Damage Assessment (NRDA) process, needs to benefit the western <br />portion of the TCAAP property, as well as the AHA TS property, and discuss <br />how the City can best impact the NRDA process, including who we should be <br />working with. <br /> <br />F. Meet with Carmen Netton, of the Attorney General's office, regarding the <br />NRDA, and how the NRDA process could benefit the western portion of the <br />TCAAP property, particularly the clean-up of the property. Also, discuss how <br />the City can best work with the MPCA regarding the Covenant Deferral <br />Request (CDR). <br />
