<br />ARDEN HILLS CITY COUNCIL - June 29, 2009 <br /> <br />29 <br /> <br />Mayor Pro Tem McClung stated that he had talked with several residents at that <br />Representative McCollum meeting and would not say that the Resolution reflected <br />what the majority of residents wanted. <br /> <br />The amended motion was called to a vote. The motion carried (3-1 - Mayor Pro <br />Tem McClung). <br /> <br />Councilmember Holden stated that in the past the City has not utilized the <br />Environmental Attorney as well as they should especially in critical times. She <br />asked what Council was envisioning the role of this person because if this person is <br />going to be involved then they need to be copied in on the e-mails and <br />correspondence, and participating in meetings such as the upcoming Army/GSA <br />meeting. If the City is going to utilize this person then guidelines should be <br />established on how this person is going to be utilized. <br /> <br />Mayor Pro Tem McClung stated that since the City does not have a Preliminary <br />Development Agreement, the Environmental Attorney was no longer a budgeted <br />item and he would not support the continued expenditures on consultants for the <br />TCAAP property when the City was not bringing forth the proposal. <br /> <br />Councilmember Grant stated that the City was still dealing with property that <br />needs to be cleaned up and the City needs to have someone who understands the ins <br />and outs of dealing with environmental issues and transfer issues. Incurring the <br />cost for the environmental attorney would be wise and prudent. <br /> <br />Councilmember Holmes stated that she would agree with Councilmember Grant <br />and Councilmember Holden. She stated that the meeting with the Army/GSA is in <br />a couple of weeks and the transfer of the property would be discussed. The City <br />needs to be sure they are protecting the residents. She asked Community <br />Development Director Lehnhoff if there was money in the TCAAP Fund or if there <br />were some contingencies in the budget that would cover these costs. <br /> <br />Community Development Director Lehnhoff stated that he did not have this <br />information at this time and would report back to the Council in an Administrative <br />Update. <br /> <br />City Administrator Moorse stated that he was not sure what funds were readily <br />available in the TCAAP Fund but he would report back to the Council. <br /> <br />Councilmember Holden stated that at the meeting in July the Army/GSA could <br />decide to put the property up for public auction and if the City does not have the <br />
