RECOMMEND APPROVAL OF NATURAL RESOURCES MANAGEMENT PLAN
John Moriarty reviewed the Natural Resources Management Plan (NRMP)with the
commission members present. Comments made at the last Commission review have
been incorporated into the plan. The NRMP goal is to create habitat for wildlife and rare
species based on Minnesota DNR documentation. It was noted that a list of these
species is not included in the plan. A list will be added.
Guides to system wide natural resource management, as well as park/open space
specific guidelines, are included in the plan. Chair Straumann requested that the NRMP
more accurately reflect the newly-prepared Rice Creek North Regional Trail Wildlife _
Corridor Habitat Restoration Plan. These changes will be made before action by the
County Board and the Wildlife Corridor Plan will be included as an appendix to the
NRMP.
The commission members present agreed the plan was acceptable; however, a motion
was not taken due to a lack of quorum. Chair Straumann directed the NRMP be sent by
mail to the commission members requesting comments and/or approval be
communicated to staff. Approval by this method was acceptable to the Commission
members present.
UPDATE TAMARACK NATURE CENTER DESTINATION FOR DISCOVERY PLAN
AND PLANNING SCHEDULE
The Design Development document prepared by the design consultant, Partners and
Sirny, is complete. The design team has been meeting to discuss the next steps in the
process- additional design, project phasing and project funding. Priorities within phase
one of the project include the Nature Play Area, Children's Garden and the Garden
House. Based on the present estimates the cost of these elements is approximately
$1.7m. Funding of$745,000 in State Bond funds is available at present.
Ideas for organizing and obtaining additional funding, including forming a foundation to
support development at Tamarack Nature Center and launching a capital campaign to
raise funds to support the Destination for Discovery Master Plan have been discussed.
A workshop has been scheduled with the County Board to review the design
development plans and funding options.
2
