A. Planning Case 09-018; Conditional Use Permit Amendment; 1901 <br />Lake Valentine Road; First Student — Public Hearing <br />City Planner Beekman reported that the applicant has requested a <br />Conditional Use Permit Amendment that would limit the number of <br />buses allowed to operate and park at 1901 Lake Valentine Road to <br />150 large buses and a maximum of 175 buses from September 1 <br />through June 15, and a maximum of 150 buses during the remainder <br />of the year. The applicant has submitted a letter addressing the reason <br />for the request. She then provided background information. <br />City Planner Beekman stated that Staff offers the following fourteen <br />findings of fact for the Planning Commission's consideration: <br />1. The applicant is proposing to amend the CUP to state that the <br />number of buses allowed to operate and park at this location is <br />limited to 150 large buses and a maximum of 175 buses from <br />September 1 through June 15 and a maximum of 150 buses <br />during the remainder of the year. <br />2. The existing CUP states that the number of buses allowed to <br />operate and park at this location is limited to 150 buses and 20 <br />vans from September 1 through June 15 and 125 buses and 20 <br />vans the remainder of the year. <br />3. There are currently 37 small buses and 133 large buses parked <br />at the bus terminal facility. <br />4. The bus terminal is a conditional use in the R-1 Zoning District. <br />5. The bus terminal was originally approved through a CUP in <br />Planning Case #93-015. <br />6. The property owner is working with Staff to bring the parking <br />lot and landscaping into compliance with the original CUP. <br />7. The terms of the original CUP would continue to apply with the <br />exception of Condition 4.7, which will be amended with <br />approval of this planning case. <br />On the Conditional Use Permit Amendment/Site Plan Review: <br />8. The requested amendment would not increase the number of <br />vehicles operating out of this facility, therefore it is not <br />anticipated that the amendment would have any impact on <br />existing traffic and parking conditions; however, traffic and <br />
