A. Planning Case 09-018; Conditional Use Permit Amendment; 1901 Lake <br />Valentine Road; First Student; - Public Hearing (continued) <br />parking were concerns raised by residents in regards to this <br />application. <br />9. Noise, air pollution, and odors have been concerns raised by <br />residents in regards to this application. First Student is not <br />requesting an increase in the total number of vehicles currently <br />located on site; however diesel powered buses would produce <br />more noise and odors than gas powered vans. <br />10. It is not anticipated that the proposed amendment would have <br />any impact on any additional levels of permanent glare, <br />vibration, smoke, dust, air pollution, heat, liquid, or solid waste. <br />11. The requested amendment will not alter drainage patterns. <br />12. The requested amendment is not expected to have any impacts <br />on population density. <br />13. The park dedication fee is not applicable to this application. <br />14. Approving this amendment does not conflict with the City's <br />Comprehensive Plan or the intent of the Zoning Code. <br />City Planner Beekman stated that if the Planning Commission chooses <br />to make a recommendation for approval Staff recommends the <br />following five conditions: <br />I The applicant shall continue to abide by the conditions of all <br />previous permits and reviews. <br />2. The applicant will implement a pavement improvement plan, <br />subject to the approval of the City Planner, within six months of <br />the approval of the CUP Amendment. <br />3. The applicant shall implement a landscaping plan substantially <br />similar to the originally approved landscaping plan, subject to <br />the approval of the City Planner, within six months of the <br />approval of the CUP Amendment. <br />4. Buses shall not be permitted to be parked on any surface other <br />than the hard surface of the designated parking area. <br />5. The designated parking area of the facility shall not be <br />expanded in any way. <br />Chair Thompson opened the floor to Commission questions. <br />
