EN HILLS <br />MEMORANDUM <br />Item LA <br />DATE: October 19, 2009 <br />TO: Honorable Mayor and City Council Members <br />Ron Moorse, City Administrator <br />FROM: Michelle Olson, Parks and Recreation Manager <br />SUBJECT: County Road E and CP Rail Pedestrian Improvement Project Updates <br />BackLyround <br />CP Rail Bridge —Pedestrian Crossing <br />The City of Arden Hills contracted with Bolton and Menk for $6,200 in September of 2008 <br />to do a feasibility report for a trail and railroad bridge crossing on Old Snelling Avenue. <br />In March of 2009, addendum no. 1 to the original contract was approved by Council for <br />final design and surveying services for the actual bridge crossing in the amount of $37,000. <br />Included for Council review is a summary of project developments since that time for the <br />CP rail bridge pedestrian crossing (attachment A). A plan sheet for the crossing is also <br />attached for your review (attachment B). Travis Winter from Bolton and Menk will be <br />present at the work session to do a brief presentation followed by time for questions and <br />comments. <br />County Road Ebridge —Pedestrian Improvements <br />The City of Arden Hills contracted in June of 2009 with Kimley-Horn for engineering <br />services related to the County Road E pedestrian improvements. The -scope of work for <br />the original contract followed two different paths: Assistance with a federal funding <br />application for a stand alone pedestrian bridge and exploration of possible modifications to <br />the existing bridge. Included for Council review is a summary of project developments <br />since that time for the County Road E bridge pedestrian improvements (attachment D). A <br />map of the proposed improvements for the stand alone pedestrian bridge is attached for <br />review (attachment E) as well as diagrams for the proposed modifications to the existing <br />bridge (attachment F). Matt Jensen from Kimley-Horn will be present at the work session <br />to do a brief presentation followed by time for questions and comments. <br />Budget <br />Included for Council review are the Capital Improvement Program pages for the two <br />projects (CP Rail —Attachment C, County Road E —Attachment G). Please note that the <br />CP Rail figures have been adjusted based on the most recent cost findings.
