During this initial period, Chris Chromy, the City's primary contact at Bolton & Menk on <br />transportation issues, also attended monthly proj ect meetings that were being held for the <br />County Road H/Interstate 3 5-W Interchange and the Local Access Interchange proj ects. <br />Through September, 2008, about half of the $30,000 in the original contract had been <br />spent on Bolton & Menk's services. <br />Ramsey County hired a consultant to begin the environmental documentation and <br />preliminary design for the TH 10/CSAH 96 Grade Separation and CSAH 96 <br />Improvements in September, 2008. Knowing this preliminary design process would last <br />at least a year, staff asked Bolton & Menk to estimate the additional time that would be <br />needed to provide continued technical support for the TH 10/CSAH 96 proj ect, as well as <br />the Local Access Interchange (LAI) and I-3 5 W/CR H Interchange proj ects associated <br />with the redevelopment of TCAAP. <br />At the September 29, 2008 City Council meeting, the City Council approved an <br />amendment to the original contract for an additional $15,000. The revised scope planned <br />for approximately 20 hours per month for 12 months to cover monthly meetings for each <br />proj ect, and for additional review and analysis as needed. Bolton & Menk has been <br />reimbursed only for actual hours spent. A copy of the contract amendment is attached. <br />Services provided by Bolton & Menk since September, 2008, include attendance at I- <br />3 5 W/CR H and LAI monthly meetings when they occurred. These meetings were <br />discontinued late in 2008 when the proj ects were put on hold. Chris Chromy also has <br />attended monthly TH 10/ CSAH 96 meetings, where technical information such as traffic <br />modeling and analysis, and geometric layout were discussed. The discussion of <br />roundabouts versus signalized intersections originated in these meetings; the experience <br />Mr. Chromy has had with roundabouts in other proj ects was beneficial to the discussions <br />of whether Ramsey County should even consider roundabouts at this location. <br />In addition to attendance at the monthly meetings, Mr. Chromy and other Bolton & Menk <br />staff provided technical review of concerns raised by the City Council and Arden Hills <br />residents. Bolton & Menk reviewed the noise concerns raised by residents in the <br />Briarknoll neighborhood. This included analysis both at the north end, where the berm <br />has been proposed, as well as at the south end near Norma Avenue, where alternatives <br />were evaluated based on Mn/DOT's original noise study. Bolton & Menk also has <br />studied the City's concerns regarding the northbound to eastbound movement at the TH <br />10/CSAH 96 intersection and potential locations for a grade separated pedestrian crossing <br />on CSAH 96, and evaluated preliminary concept plans and costs for both topics. <br />Through October, 2009, the services provided by Bolton & Menk have reached the <br />contracted $45,000. <br />City Council Meeting <br />\�1Vletro-inet.us\ardenhills�PR&PW�Engineering\Council_Actions�2009\ 11-09- <br />09Memo_AmendBMIscope. doc <br />Page 2 of 4 <br />
