PARKS, TRAILS AND RECREATION COMMITTEE MEETING MINUTES
October 20, 2009
D. IrriLyation at Cummings Park
Ms. Olson stated the Council was not in favor of irrigating Cummings Park and at the CIP
meetings in March, removed the improvement from the CIP. She indicated that pictures were
taken this fall of the fields and it was extremely evident the park was in need of increased
maintenance and irrigation. The Committee then reviewed pictures of Perry Park, which was
currently irrigated. It was noted the turf was in great condition even with heavy use over the
summer.
Chair Peck questioned if Boston Scientific or Fair Isaac to see if they would be willing to support
the Committee on this issue. Mr. Baumann agreed that they should be asked to gain favor with
the Council. Ms. Olson indicated this may help the situation. Chair Peck indicated he would be
willing to sit in with staff if Boston Scientific were approached for funding.
MOTION: Committee Member Straumann motioned to recommend the Council reconsider
putting funds aside in the CIP to irrigate Cummings Park in 2010, seconded by
Committee Member Garretson. The motion carried unanimously.
E. ExistinLy Trail SeLyment MappinLy
Ms. Olson reviewed the existing trail segment mapping with the Committee. It was noted the
Safe Routes to School trail and DNR (ARRA project) connection was added to the existing trail
data as it should be completed in spring of 2010.
5. REPORTS
A. Report from the City Council
Council Liaison Holmes gave an update on the Council meeting with the Ramsey County Board
regarding making TCAAP a County Park. The initial reaction was not to take the entire parcel
but that a portion may be used for a park, for example the land north of County Road H. She
indicated that a number of County Commissioners were in favor of developing the site.
B. Public Works/Parks and Recreation Report
Ms. Garretson thanked the City for their work to remove the beaver dam. Ms. Olson indicated
the City removed the dam and a trapper caught four beavers in Valentine Lake, two babies and
two adults. She noted this would continue to be monitored and that the Council has set aside
funds in the CIP for engineering of improvements for the park in 2010 and construction in 2011.
