Memorial Bench Policy and Bench Implementation (continued) <br /> MOTION: Committee Member Straumann motioned to recommend the Council provide <br /> $10,000 for the bench implementation program for 2010 and $5,000 each year <br /> after for three years, seconded by Committee Member Garretson. The motion <br /> carried unanimously. <br /> C. Project Updates <br /> 1. Elmer L. Andersen Memorial Trail Connection—ARRA Funding Update <br /> Ms. Olson explained all environmental documents had to be completed b November 13th. The <br /> p p Y <br /> plans have been submitted to MnDOT and are being reviewed. Comments have been given to <br /> the City and the plans are being revised. She indicated that the plans were proceeding nicely <br /> with the trail. <br /> 2. County Road E Bridge—Update memo from 10/19/09 CC Meeting <br /> Ms. Olson stated the County Road E Bridge has two different grants that are under consideration <br /> at this time. The City would hear back on both in January or February of 2010. At that time, a <br /> decision would be made to see which option to proceed with. <br /> Ms. Olson explained that the one option does not include ramps to and from the bridge, which <br /> would need to be City funded and could run from $75,000-100,000. It was'noted that state-aid <br /> dollars could be used to cover the difference in funding if needed. She indicated she would bring <br /> this back for further discussion once more information was available. - <br /> 3. CP Rail Bridge—Update memo from 10/19/09 CC Meeting <br /> Ms. Olson explained that the CP Rail Bridge has increased in cost after the topography/ <br /> engineering was completed. She indicated the abutments were not as deep as first thought and <br /> would need additional retaining walls for stability purposes, which increased the cost from <br /> $184,000 to $31ONO. <br /> Ms. Olson stated the City may need a variance from the MSA while proceeding with this process <br /> as the trail directly under the bridge will not be able to meet the 12 foot minimum standard. It <br /> looks like 11 feet is the maximum that can be done in this area (8 ft. path with 1.5 ft on either <br /> side of path). She indicated that Bolton & Menk would be addressing this issue and that this <br /> Committee would stay informed as this item proceeds. <br />
