Discussion regarding meetings (continued) <br /> Mayor Harpstead stated that the City Ordinance states that the Council have three <br /> meeting per month and it requires a vote by the Council to cancel these meetings. <br /> The TCAAP meetings were set up based on the consensus of the Council at a work <br /> session. Formal action is not permitted by the Council at a work session. Two <br /> people can call a meeting but the Ordinance also states that the Mayor can call a <br /> meeting. <br /> Councilmember Holmes stated that she wanted to make it clear that the Council <br /> wanted to have these meetings. She clarified that her question is if there are - <br /> meetings on the calendar and one Councilmember wishes to cancel a meeting <br /> should there be a vote or is there another process that should be followed. <br /> City Attorney Filla stated that either directly or indirectly, the Council has adopted <br /> a formal meeting schedule, and if the Council wants to change then it should be <br /> voted on by the Council. If someone calls and says that they do not want to have <br /> this meeting and four other people show up then there would be a meeting. As long <br /> as there are three or more members present. <br /> Councilmember Holmes clarified that if the meeting is scheduled and three people <br /> showed up for the meeting then the meeting would be held. She asked if this is <br /> what the Council has agreed to. <br /> Mayor Harpstead stated that as long as the meeting was properly noticed. <br /> City Attorney Filla stated that this would be correct. <br /> Mayor Harpstead stated there has to be some ramifications for consecutive <br /> meetings missed or frequency of meetings missed. <br /> City Attorney Filla stated that this would be a different issue. <br /> Mayor Harpstead clarified that Council could not do something about someone <br /> missing meetings on a regular basis. <br /> City Attorney Filla stated that the Council could adopt regulations beyond Roberts <br /> Rules and the City Ordinance that would be designed to discipline people for <br /> certain types of actions. There is nothing in State law that requires a <br /> Councilmember to attend all Council meetings. <br />
