Park Funding Presentation—Special Legislation—Mel Aanerud(continued) <br /> MOTION: Committee Member Petersen motioned to recommend the Council endorse the <br /> Park Funding Special Legislation, seconded by Committee Member O'Malley. <br /> The motion carried unanimously. <br /> B. Project Updates <br /> Ms. Olson updated the Committee on the Safe Routes to School/ARRA project. She noted that <br /> all environmental documents and permits were submitted to meet the November 131h deadline. <br /> At this time, staff was waiting to have the project memorandum approved. The culvert crossing <br /> was approved by FEMA last week, which was the most difficult item to date. If all goes <br /> according to plans, authorization to go out for bid would be made in December with construction <br /> beginning in early spring. <br /> Ms. Olson reviewed the CP Rail project details explaining that an additional grant has been <br /> applied for called the Parks and Trail Legacy Grant. She indicated $340,000 was applied for to <br /> assist in the underpass expense along with the ramps leading to and from the bridge. It does not <br /> include a connecting trail on either side of the bridge. The maximum award for this grant was <br /> $S 00,000 and the trail on Old 10 is estimated over 2 million and therefore was not included. The <br /> City would hear back from the State on the grant in January and that further decisions would be <br /> made at that point. <br /> Ms. Olson reported that she would be applying for an energy efficiency grant to help the City <br /> upgrade lighting to a more energy efficient style. It was noted the grant was due in Januar <br /> y. <br /> She stated the City would be interested in using this grant to upgrade the lighting used at City <br /> hockey rinks. <br /> C. Park Bench Donation Program Review <br /> Ms. Olson explained staff presented the park bench donation program to the Council on October <br /> 26th. She noted Council was in support at the time and asked for several changes and that the <br /> item be brought back for further discussion in November. Ms. Olson indicated the Council felt <br /> the $700 price level was a bit high and that the benches should be durable and comfortable. <br /> The Council also wanted to see that benches could be donated in honor or memory and that this <br /> was not only a memorial program. Ms. Olson stated she has since changed the program name to <br /> the Park Bench Donation Program to coincide with this recommendation. She noted several <br /> standard bench designs would be chosen for the plan to be used in conjunction with the bench <br /> implementation plan. <br /> Ms. Olson stated the standard bench selected for this program was an in ground bench costing <br /> $500 and was completely recyclable. <br /> ,o <br />
